Objective and Purpose of the Assignment

To support the establishment of the national and strengthening of provincial programs for Hepatitis C

Virus (HCV) in Pakistan.


The TA will be supported by one international consultant working with a team of nine national

consultants. Consultant services will support the output of this TA. It is expected that consultants

will work closely with each other to keep the TA in line with its scope and ensure that each output is

coherent.

All consultants will have time-based contracts except for the team advisor who will have an output-based

contract.


Scope of Work

The consultant will work under the guidance of Deputy General, Ministry of National Health Services

Regulations and Coordination (MONHSRC) and in-charge of Hepatitis Planning, Development and Monitoring

Unit (PDMU). The consultant is expected to have previous project experience related to (i) design and

implementation of infectious disease programs; (ii) health care administration; (iii) decentralized

health systems. The consultants will report directly to Asian Development Bank (ADB) and MONHSRC.


The consultant is expected to have previous project experience related to (i) design and implementation

Detailed Tasks and/or Expected Output

(i) Develop communication strategy for implementation of HCV program.

(ii) Develop and/or adapt communication strategy and print/electronic material to encourage population

to come out and get tested for HCV; the strategy will also address the population that is on treatment

to come back for retesting to ensure viral clearance. It will also educate the public on health care

malpractices predisposing population to HCV.

(iii) Based on available literature and through observation and discussions, appraise public

perceptions, demand and demand issues for prevention, testing and treatment of Hepatitis C infection for

various target groups, assess what is being done, identify issues and opportunities for Hepatitis C

program control; and propose interventions to synchronize program demand with program capacity.

(iv) Based on available literature and through observation and discussions, appraise various awareness,

attitude and practices of service providers (blood banks, quacks, health staff, barbers) contributing to

Hepatitis C transmission, assess what is being done, identify issues and opportunities for Hepatitis C

program control; and propose interventions to reduce transmission.

(v) Based on available literature, observations and interviews, appraise providers of Hepatitis C

services at different types of facilities for Hepatitis C control, identify issues, what is being done,

and opportunities for Hepatitis C program control.

(vi) Based on interviews, assess stakeholder perceptions and issues and conduct stakeholder mapping,

identify who is supporting what, and opportunities for scaling up; assist the ministry in seeking

support for program funding.

(vii) Organize workshops with key stakeholders and prepare summary reports of main discussions and

decisions.

(viii) Provide team advisor with inputs to the summary implementation barriers and options report based

on implementation.

A brief inception report and workplan will be prepared within 1 month from the start of field

activities. Reports will be submitted throughout the TA, and a draft final report completed by December

2020. The final report is to be submitted within 2 weeks of the incorporation of comments from ADB and

the government.


All reports shall be produced in English. Reports shall be provided in both printed and electronic form.

All handouts, slide presentations, and related materials for trainings and final workshop must be in

English. The consultant will be expected to procure all interpretation and translation services.


Minimum Qualification Requirements

This expert will have a relevant degree in communications, social anthropology, public health, or other

related field with around 10 years of experience related to developing/implementing community

mobilization, health awareness, and behaviour change communication programs preferably in public health.


Minimum General Experience: 10Years
