These are the official terms of reference (TORs) commissioned by the Development Bank of
Southern Africa (DBSA) for the provision of professional services in compiling, writing, designing
and production as well editorial services of the Integrated Annual Report for a period of three (03)
years. Bidders should note that renewal of the contract for a further two years will be based on
performance on an annual basis.
The DBSA Integrated Annual Report is compiled on an annual basis in accordance with the
International Financial Reporting Standards (IFRS), the requirements of Public Finance
Management Act, No. 1of 1999 (PFMA) and the Companies Act of South Africa, No. 71 of 2008
The purpose of this Request for Proposal (RFP) is for the DBSA to appoint a suitable professional
service provider (PSP) to assist the DBSA in compiling, writing, designing and production as well
editorial services of the Integrated Annual Report for a period of three years.
The Development Bank of Southern Africa Limited (DBSA) was established in terms of the
Development Bank of Southern Africa Act, No. 13 of 1997. The DBSA, as a state -owned
development finance institution, is recognised as a single yet critical component of the national
infrastructure system with a mandate to contribute meaningfully towards national infrastructure
objectives. DBSA promotes economic development and growth, human resources development,
institutional capacity building and the support of development projects and programmes in the
DBSA’s value proposition lies in its mission “To advance the development impact in the region
by expanding access to development finance and effectively integrating and implementing
sustainable development solution”. It provides integrated and innovative solutions across its
value chain; from project planning, preparation through financing, to drive infrastructure delivery
and development impact through its in- and outsourced capabilities both in South Africa and the
rest of the continent. The Bank fulfils this function by acting as an agent mainly to government,
international agencies and private sector companies that do not have institutional presence in
South Africa or not in a position to create permanent capacity to deliver development initiatives.
This is done with the intent to improve the lives of people through the development of social
infrastructure while supporting growth through investment in economic infrastructure and fostering

2012/13 financial year and strives to continuously improve on it every year while complying with
changes to applicable legislation as well as leading integrated report practices.
OVERVIEW OF KEY REQUIREMENTS
A qualified service provider is required to provide professional assistance, including:
Design, layout and print 2019/20, 2020/21 and 2021/22 DBSA Integrated Annual Report,
Sustainability Review and Annual Financial Statements The professional services include: -
. Ability to synthesize content and financial information into an overarching theme and express
this visually through design (aligned to the DBSA brand guidelines) and through writing.
. Ability to discern and recommend where appropriate, the use of infographics, diagrams and
graphs instead of copy
. Ability to conceptualize and create/design infographics, diagrams and graphs etc.
Scope of Work
a) The Service Provider is required to design, layout and print the Integrated

. Align with leading practice for design, layout, presentation and benchmark global trends.
. Benchmark reports in the industry to identify possible areas of improvement.
. Concept and design
The PSP will be required to produce and submit 2 x proposed different covers, one of
which will be developed to the final product.
. Provide three initial design concepts for the DBSA to choose from
A concept document will be produced to determine look, feel, colour, style of photograph
etc., before commencing with the main production.
b) Design, layout and typesetting
. Overall design and client briefings . Submit three design concepts from which the DBSA will
select one for the IAR each year.
. Supply stock photography where appropriate.
. Set-up styles and grids (text, graphics, infographics, tables, graphs, maps etc)
. Layout of: Narrative report, annual financial statements
- Ability to accommodate 8 reverts of each report throughout duration of the project;
- Process of coordinating all changes from of the DBSA and making sure that they are
incorporated to the annual reports.
Reproduction will include the following:
. Printing of Integrated Annual Report, Sustainability Review and Annual Financial Statements;
. Reduction of print file to internet friendly downloadable version, Supply of Master Disk;
. If the PSP is outsourcing the printing, they must stipulate how they will ensure printing is done
to the desired standard and agreed upon timelines.
d) Project Management
Management of the project to ensure the Annual Reports are delivered within the required
