Objective and Purpose of the Assignment

The specialist will assist in implementing and monitoring the project’s social components, including the
Ethnic Minority Development Plan (EMDP), Social Development Action Plan (SDAP) and the Gender Action
Plan (GAP).

Scope of Work

(i)Assist in implementing and monitoring the project’s social dimensions and safeguards to ensure that
the project is implemented in compliance with ADB requirements.
(ii)Assist the NPMO, PPMOs, and CPMOs in implementing, monitoring and reporting EMDP, GAP, SDAP, and
other relevant social measures.
(iii)Monitor these independently without involving in day-to-day implementation of the project.
(iv)Assist in the implementation of the project and report to the NPMO.

Detailed Tasks and/or Expected Output

Detailed Tasks:
(i)Maintain up-to-date information and database on implementation of EMDP, GAP, and SDAP through
document review, fieldwork and meetings;
(ii)Provide guidance to PMOs to develop detailed monitoring arrangements for EMDP, GAP, and SDAP;
(iii) Formulate and deliver training to focal staff of the NPMO, PPMOs, and CPMOs to monitor
implementation of the project’s SDAP, GAP, and EMDP;
(iv)Provide guidance to NPMO, PPMOs, and CPMOs maintain overall coordination for implementation of the
EMDP, SDAP, GAP, and relevant social measures;
(v)Provide guidance to NPMO, PPMOs, and CPMOs to implement the grievance redress mechanism (GRM) and to resolve any problems or grievances that are related to social dimensions or safeguards during the project implementation;
(vi)Undertake periodic monitoring and prepare monitoring reports on social aspects, including
implementation of EMDP, SDAP, and GAP (with a good quality of reports meeting ADB standards);
(vii)Assist the NPMO in compiling and submitting monitoring reports to ADB and address any comments from ADB;
(viii)Ensure through monitoring that the grievance redress mechanism is functioning well, and issues
identified during the monitoring are resolved on a timely manner; and
(ix)Undertake monitoring of other relevant social issues, as needed, and guide the NPMO, PPMOs, and
CPMOs to resolve relevant issues.
Output/Reporting Requirements:
Social monitoring report, including EMDP implementation progress and report, GAP, SDAP implementation
progress and report, be submitted to ADB, using the template agreed with ADB in March and September every year.

Minimum Qualification Requirements

(i)A doctor degree or higher in social science or related field;
(ii)At least 8 years of experience in social development and safeguards;good at sampling survey and data
collection;can use statistical or quantitative methods to study economic and social issues and evaluate performance;have published relevant articles and works;
(iii)Familiarity with ADB projects and ADB’s social development and safeguards policies;
(iv)Proficiency in spoken and written English, including an ability to prepare reports meeting ADB requirements;
(v)Obtained the National Natural Science Fund of China or the National Social Science Fund of China
project funding and served as the project manager; or obtained the key project or the major project of
the National Natural Science Fund or the National Social Science Fund, and served as the host or the sub-
topic host is preferred in the field of rural social and economic development research.
