Objective and Purpose of the Assignment

The Asian Development Bank (ADB) approved in 2017 the knowledge and support technical assistance (KSTA
9387) on Strengthening Institutions for localizing Agenda 2030 for Sustainable Development. The KSTA
aims to improve institutional capacity of selected developing member countries (DMCs) to localize the
Sustainable Development Goals (SDGs) through innovative institutional capacity interventions.

The subproject under Output 2 of KSTA 9387, Strengthening Local Governance for Improving Quality of
Health Care, is aligned with the following impacts: Universal health coverage by 2025 (Health Sector
Development Plan, 2016–2020) and SDGs achieved by 2030 (National Socio-Economic Development Plan, 2016–2020). It will have the following outcome: measures for improving quality of health care enhanced. The
subproject aligns with the ADB country partnership strategy (CPS) for Lao PDR 2017–2020. The CPS
includes health under strategic priority 2: enhanced human development, with an operational focus on
health governance; governance is a CPS cross-cutting theme. ADB approved in April 2018 the second
subprogram for the Health Sector Governance Program (HSGP), a policy-based grant supporting the
government’s Health Sector Reform Strategy (HSRS) which aims to reach universal health coverage by 2025
and sustainable development goals (SDGs) by 2030. HSRS targets health sector reform processes, health
care access for vulnerable groups, improvements to health personnel management, and sound public
financial management. A technical assistance (TA) loan and a piggy-backed capacity development TA also
supports HSGP. Recent discussions with Lao PDR’s Minister of Health led to requests for ADB support to
improve quality of health care, such that the country operations business plan 2019-2021 includes a TA
for 2020 and a project for 2021 (standby for 2020). ADB has a distinct comparative advantage in Lao PDR
given its long-standing engagement and cross-sectoral synergies across health, public finance, and governance.

Scope of Work

The human resource specialist will contribute to improving availability of information on health care
quality and support achievements of all outputs. The expert will report to the Ministry of Health (MOH)
Lao PDR and the project officer, working closely with the consultant team leader.

Detailed Tasks and/or Expected Output

(i) Support the information collection (policies, decrees, reports on strategy and roadmaps, technical
briefs, case studies, etc.) related to Lao PDR’s health human resource development, particularly on
quality assurance and health personnel management, as requested by the team leader and MOH. Provide analytical inputs to the team leader on knowledge products as requested.
(ii) Support preparing training material (exercise material, presentations etc.) including technical review and translation;
(iii) Support capacity development workshops for province, district and facility staff as required, including logistics support;
(iv) Coordinate with development partners as required;
(v) Follow up with local stakeholders as necessary; Advise and set up meetings with local stakeholders
(vi) Carry out other related tasks to support the design of concept for quality health care project

The contract is subject to performance evaluation review, conducted at midpoint. The review shall be
based on achievement of assignment specific outputs on time and on budget. Any changes in stated outputs
need to be approved by ADB. ADB reserves the right to terminate the contract (i) if outputs are not
achieved on time and at quality level acceptable to ADB; (ii) services are no longer required; or (iii)
for any other reasons in the interest of the project. Pre-termination of the contract is subject to two-weeks notice.

Minimum Qualification Requirements

The human resource specialist will have a master’s degree in business administration, human resource
management or related field and have
at least 7 years of related work experience in human resource management. Requirements are:
(i) Master’s degree in business administration, human resource management, health policy and management,
or related field;
(ii) At least 7 years of directly related work experience in human resource management;
(iii) Previous work experience in human resources for health care quality preferred;
(iv) Work experience with MOH and provincial health offices;
(v) Strong track record of work in ADB and World Bank-funded projects or similar organizations.
(vi) Fluency in oral and written English, and
(vii) Excellent capability in client management.
