7.Contract description
The aim of the IPA 2017 Action Programme for Albania – EU Integration facility is to contribute to strengthening the capacity and accountability of the Albanian public administration to assist the Government in the preparation for EU membership. The support will be instrumental for alignment with the EU acquis and development and implementation of relevant reforms and strategies. It will target Albania's institutional arrangements for accession negotiations, including the Ministry for Europe and Foreign Affairs and other relevant institutions.

Regulation (EU) No 236/2014 of the European Parliament and of the Council of 11.3.2014 laying down common rules and procedures for the implementation of the Union's instruments for financing external action and IPA II Regulations
Please be aware that after the United Kingdom's withdrawal from the EU, the rules of access to EU procurement procedures of economic operators established in third countries will apply to candidates or tenderers from the United Kingdom depending on the outcome of negotiations. In case such access is not provided by legal provisions in force, candidates or tenderers from the United Kingdom could be rejected from the procurement procedure.
