Objective and Purpose of the Assignment

TA 9308-REG: Promoting Low Carbon Development in Central Asia Regional Economic Cooperation Program
Cities is a knowledge and support RETA and funded by (i) Clean Energy Fund under the Clean Energy
Financing Partnership Facility; (ii) Governance Cooperation Fund; (iii) People’s Republic of China (PRC)
Poverty Reduction and Regional Cooperation Fund; (iv) Regional Cooperation and Integration Fund (v)
Republic of Korea e-Asia and Knowledge Partnership Fund; and (vi) Clean Technology Fund. The RETA
contains four major outputs: (i) sustainable data management systems for greenhouse gas data assessed
and enhanced at city level; (ii) recommended investment road maps for low-carbon economic growth at
selected cities developed; (iii) a source book on successful practices and measures driving low-carbon
economic development at city level developed and disseminated; and (iv) strengthened capacity for low-
carbon city development for CAREC cities. Outputs 1 and 2 will be implemented only in selected pilot
cities in Kazakhstan, Mongolia, and the PRC. But Outputs 3 and 4 will be implemented in the wider
geographic scope – all cities in CAREC who are willing to be part of TA activities.

Scope of Work

TA activities need to link to different funding sources to meet special conditions and requirements of
various funds. A number of individual consultants and consulting firms will be engaged. Overall project
management will have various challenges. The draft low-carbon strategy for Astana contains a short-,
medium-, and long-term climate plans. The short-term plan identifies a number of priority low-carbon
actions and measures, which can demonstrate effective carbon reduction and also can create synergy and
spillover effects. The proposed specialist will provide support to prepare financial and technical
prefeasibility studies on these priority clean technology solutions in Astana.

Detailed Tasks and/or Expected Output

The consultant will carry out market assessment on remote-starter and block heating technology use in
Astana, conduct pre-feasibility studies on block-heater technology and associated infrastructure
investment in Astana; carry out GHG reduction potentials and other environmental benefits of block-
heater technology promotion in Astana. The consultant will undertake the following tasks:

(i) Assist in the establishment of baseline fuel consumption induced by remote engine starts during
winter and assess impacts on engine life, GHG emissions, and other air pollutant emissions;
(ii) Assist in the assessment of feasibility of block heater technology in Astana using market and
technology maturity surveys;
(iii) Contribute to the assessment of feasibility of infrastructure provision to accommodate block
heater technology use in Astana;
(iv) Assist in the preparation of a pre-feasibility study on power infrastructure provision for block
heater use in Astana, including its technical and financial aspects;
(v) Support the development of a business model suitable for a demonstration project, with
identification of potential governance structure;
(vi) Present and consult with Astana municipal government and ADB and incorporate feedbacks and comments
in the final pre-feasibility studies; and
(vii) Provide any other technical support upon request from Astana municipal government and ADB.

Minimum Qualification Requirements

The consultant should each have (i) a postgraduate degree in engineering, electrical engineering,
mechanical engineering ,or other relevant field; (ii) at least 7 years working experience in block
heater technology, remote starter technology, power distribution infrastructure, financial and technical
feasibility studies on plug-in power system supply, building energy management system, and system
design; and (iii) a good command of English.
