Objective and Purpose of the Assignment

The Sub-National Investment Fund (SNIF) is the primary instrument through which the Royal Government of
Cambodia (RGC) and its development partners (DPs) provide Sub-National Administrations with earmarked
funding to finance specific and approved public investment projects or programmes.
The objectives of the SNIF are twofold:
• To promote socio-economic development at the sub-national level by financing high quality and
strategic public investments by Sub-National Administrations (SNAs).
• To improve the overall performance of SNAs and Sub-National public investment management.
The SNIF provides earmarked funding for investment projects and programmes that are identified and
implemented by selected SNAs that are eligible to receive SNIF funding. It is expected that SNA’s
eligible to receive SNIF funding will submit small scale local investment projects including civil works
projects to be implemented at the district level.
On a day-to-day basis, the SNIF is managed by the SNIF Secretariat in the Ministry of Economy & Finance
(MEF). Overall SNIF policies, strategies and orientations are determined and overseen by the SNIF Board,
which is also responsible for supervising and monitoring the activities and performance of the SNIF
The SNIF Secretariat (hereafter referred to as the Secretariat) is led by its Head and Deputy Head,
assisted by a team of Specialists. These Terms of Reference describe the scope of work and
qualifications & experience of Junior Infrastructure Engineers required by the SNIF Secretariat.

Scope of Work

The SNIF Secretariat intends to recruit 5 (five) National Junior Infrastructure Engineers (Cambodian) to
provide technical support to Sub-national Administration infrastructure projects, which are eligible for
SNIF funding. The Engineers will support the implementation of the civil works contracts for 22
districts, which are expected to be awarded by February 2020, and the subproject preparation including
engineering design and construction supervision of new subprojects to be identified under the project.
The Engineers will also provide relevant technical input for preparation of the Project Operation Manual.

Detailed Tasks and/or Expected Output

• Evaluate the contractor’s materials, personnel and equipment and scheduled activities and determine
the consistencies with the scheduled activities and quality control requirements;
• Ensure that specific construction materials in the identified quarry sites would meet the required
minimum passing quality requirements as provided in the approved technical specifications;
• Assist the SNIF-S in the preparation/evaluation of proposed changes/variation orders and ensure that
appropriate measurement and costing are properly undertaken;

• Ensure that contractors claim for payments for specific pay item of work should be supported by
corresponding materials test results;
• Prepare and submit field inspection and monthly progress report. These reports will include details of
delays and consequences’ if any, comments and solution on the quality of works in accordance with the
contract and recommend Issuance of suspension and resumption of work in accordance with the contracts;
• Check and ensure that approved amount for each pay item of work has consistencies with the approved quantity and unit cost and certify quality of works accomplished and on their conformity to specifications and drawings;
• Coordinate with different stakeholders and participate in the conduct of Pre-final and final inspection;
• Assist Project Management Unit in the conduct project completion works, evaluation and approval of As-Built Drawings, inspection of contractors defects liability period activities;

• Support sub national administrations on engineering design, subproject preparation, safeguards
documents preparation and submission of infrastructure subprojects eligible for SNIF funding; Support
sub national administrations on preparation of bidding documents and procurement of infrastructure
• Assist the Infrastructure Specialist in preparation of related training materials for SNIF Secretariat
and SNAs on infrastructure design, costing, and supervision requirement;
• Conduct formal and on-the-job training to SNAs as required.
• Other tasks as assigned by SNIF Secretariat.

Minimum Qualification Requirements

• Bachelor degree in Civil Engineering or equivalent;
• Five years infrastructure project implementation experience;
• Five years’ experience working under projects funded by ADB or similar development partners;
• Training and presentation skills;
• Good team work;
• Fluency in spoken and written Khmer and English.
