Objective and Purpose of the Assignment

1. Apart from its core mandate in handling project complaints, the Office of the Special Project
Facilitator (OSPF), is also tasked to provide generic support and advice to ADB’s operations departments
in their problem prevention and problem-solving activities. Within this framework, and based on past
experiences and cases received, OSPF has developed a module for Grievance Redress Mechanism (GRM) and a
module “ReSOLVE” for Problem-Solving (PS) to support ADB operations staff and stakeholders in dealing
with conflict and project problem issues. These approaches were developed by OSPF in 2015 and have been
rolled out across many countries since then.

2. To meet the increasing demand from operations departments for capacity building on GRM and PS, OSPF
developed a TA on Capacity Building for Grievance Redress and Dispute Resolution During Project
Implementation in 2018. The TA aims to improve capacity of ADB’s project partners at country level to
(i) institute preventive mechanisms for addressing grievances and improving accountability and (ii)
identify and manage problems and complaints early in project implementation to avoid escalation of
issues that results in project delays and higher costs.

3. In support of ADB’s pitch for delivering knowledge-based solutions to DMCs, OSPF takes the initiative
of developing its set of knowledge sharing toolkits and enhancing its existing modules to widen
clientele reach and thus make learning more accessible, interactive, and effective. With the growing
demand for elearning module development to share sector and thematic knowledge, OSPF banks on crafting
the content, packaging, and delivering its own array of elearning modules on GRM and PS.

4. OSPF will engage an Elearning Specialist to supplement internal capacity on elearning module
development and provide dedicated support in designing, transforming, and packaging OSPF’s available
knowledge products into elearning modules to be linked to the ADB’s k-Learn (https://k-learn.org/).

Scope of Work

The Elearning Specialist will assist OSPF, in consultation with relevant staff and TA consultants, in
(i) undertaking benchmark research on GRM and PS, as necessary, to help harmonize and streamline
initiatives in ADB’s sector and thematic learning; (ii) creating the instructional design and
storyboarding of the GRM and PS ecourses; (iii) producing SCORM packages from the ecourse content; (iv)
coordinating with ADB’s KSSC in uploading the ecourses in the Learning Management System (LMS); and in
(v) providing guidance in the delivery, administration, and management of the GRM and PS ecourses.

Detailed Tasks and/or Expected Output

Detailed Tasks
1. In consultation with relevant OSPF staff and consultants, the Elearning Specialist will undertake the
following tasks:
a. Elearning Curriculum and Module Design and Development
• Assemble the emodule content using an elearning authoring tool/software
• Give guidance on opportunities for blended learning
• Design the most effective and efficient emodule structure and template
• Undertake other tasks related to elearning curriculum and module design and development, as necessary

b. Elearning Module Production
• Apply instructional design and prepare storyboards of the ecourse content
• Produce the learning assets and related multimedia requirements
• Integrate audio narration and music, as necessary
• Get permissions to use copyrighted graphics, photos, and/or music, as necessary
• Assemble and convert the content into SCORM packages
• Upload the SCORM packages in the LMS
• Revise and pilot-test the ecourses
• Finalize the ecourses for delivery
• Write user guides as necessary
• Undertake other tasks related to elearning module production as necessary

c. Elearning Module Delivery and Management
• Help upload the packaged emodule in the LMS
• Assist in rolling out and managing learners’ enrollment together with KSSC staff
• Create and implement creative ways to assess learning, get learners’ feedback, and evaluate the
emodules
• Create and implement ways for learners to get certificates upon completion of the emodules
• Undertake other tasks related to elearning module delivery and management as necessary

Expected Outputs

The Elearning Specialist is expected to deliver the following outputs:
• Story boards of the GRM and PS ecourses
• SCORM packages and user guides
• Pilot-test reports
• Reports and analytics (on evaluation, feedback and certification mechanisms)

Minimum Qualification Requirements

The Elearning Specialist must possess significant experience (at least 5 years technical expertise) in
designing elearning and blended learning programs for development that target policy makers, high-level
officials, managers, and technicians. He/she must be knowledgeable in (i) identifying appropriate
learning pedagogies, models, and applications; specifying effective media and technologies; (ii) using a
Learning Management System (must have at least 3 implemented elearning projects using Moodle); (iii)
designing and implementing evaluation mechanisms for elearning/blended learning programs; and (iv)
making sure that learning outputs and outcomes are delivered before, during, and after program delivery.
He/she must have good presentation skills, ability to analyze and speak effectively to groups. Knowledge
of elearning/blended learning program coordination and administration are also useful.
