Objective and Purpose of the Assignment

The Independent Evaluation Department (IED) of the Asian Development Bank (ADB) together with the
Independent Evaluation Group (IEG) of the World Bank Group (WBG) is undertaking a coordinated Project
Performance Evaluation Report (PPER) of the Greater Mekong Subregion (GMS) Nam Theun 2 Hydroelectric
Power Project (NT2 Project) in the Lao People’s Democratic Republic, which was financed by the Asian
Development Bank, the World Bank, and other donors and financial institutions. The Project was financed
using a combination of loan facilities amounting to about $900 million, and shareholders’ equity of
about $350 million. ADB financing included a $20 million public sector loan to the Government, a direct
loan to Nam Theun 2 Power Company Limited (NTPC) without Government guarantee of up to $50 million, and
a political risk guarantee for up to $50 million to mobilize commercial debt. The evaluation will be
conducted jointly with the Independent Evaluation Group (IEG) of the World Bank Group.

The PPER will be undertaken by a team consisting of: (i) a senior evaluation specialist as team leader;
(ii) a PPER consultant; (iii) a social specialist consultant (to be hired by IEG), (iv) an environmental
specialist consultant, (v) an economic analysis consultant, and (vi) a coordination
consultant/interpreter.

Scope of Work

The economic analysis consultant is expected to carry out a recalculation of the economic and financial
rates of return of the Project by applying cost-benefit analysis method adopted at the project design
stage, based primarily on data used in the economic and financial analysis for the project completion
report (PCR). Before the field evaluation mission, expected to be conducted by other team members in the
second half of September, the consultant will review the data and prepare a list of additional
data/information that the mission can help collect in the field.

The economic analysis consultant will be recruited intermittently for 5 working days from September to
December 2019 and 1 working day for January 2020. S/he will report to the team leader and coordinate
with the PPER consultant and will remain available as an advisory resource through the review and
consultations process until publication of the PPER.

Detailed Tasks and/or Expected Output

The expected outputs will be a draft report/relevant PPER sections based on IED guidelines for public
sector evaluation and IED guidelines for private sector evaluation and based on comments from the team
leader, assessing the Project’s economic and financial viability to validate or update the results of
the economic analysis presented in the project completion report.

Minimum Qualification Requirements

The consultant should have a background in economics, evaluation, energy and environmental sectors, or
related fields, with prior work experience in evaluating energy projects. He/she should also have strong
knowledge and experience in performing economic and financial analysis of projects, particularly
calculating internal rate of returns. Prior country experience in Lao PDR is an advantage.
