Objective and Purpose of the Assignment

A consultancy firm will be recruited to undertake a benchmarking study of PFM practices in the social sector. The benchmarking will analyze at least six sub-sectors in the social sector. Primary education, secondary education, health, urban health, and skills development will be among the six sub-sectors. The additional sub-sector will be decided during the inception of the assignment.

The objectives of the assignment is to (i) study overall PFM environment in Bangladesh including intended global reforms, and instruments and modalities implemented and proposed by major development partners; (ii) study current PFM practices and developments since 2010, and planned actions for the near future in the six identified sub-sectors; (iii) benchmark each sector according to a developed framework; and (iv) recommend how individual sub-sectors can benefit from each other’s lessons learned and best practices. The recommendations should focus on lessons learned and best practices that can be implemented within the current regulatory and policy context, including available modalities from development partners.
