Assignment Description
With the support of the World Bank, the government of the Democratic Republic of Congo is implementing a project titled Health Systems Strengthening for Better Maternal and Child Health Results. The projects goal is to improve utilization and quality of maternal and child health services through the scale-up and strengthening of Performance-Based Financing (PBF) in selected health zones. The project is accompanied by a prospective, rigorous impact evaluation to assess the effect of the interventions on health service utilization, quality of care and health outcomes. A baseline survey was fielded in 2015 prior to the launch of implementation of the PBF intervention. A midline survey was fielded in 2018 in a subsample of health zones. The World Bank is procuring the services of a firm to conduct the next round of health facility and household surveys.

The assignment will be for the implementation of a follow-up study that includes household and health facility-based surveys. The large-scale surveys will be fielded in the first quarter of 2020 in the provinces of Kwango, Kwilu, Mai-Ndombe, Haut-Katanga, Haut-Lomami, Lualaba and Tanganyika. Preparatory work will start in the third quarter of 2019. The firm will work under the direct supervision of the Principal Investigators on all aspects related the implementation of the survey. The health facility survey will be conducted in health centers and general referral hospitals. It will include facility level assessment, health worker interviews, observations of patient-provider interactions and patient exit interviews. Household surveys will be conducted in the catchment areas of each of the surveyed facilities. They will cover demographic and socio-economic characteristics of the households and behaviors related to reproductive, maternal and child health. During the household visits, the survey teams will also
collect anthropometric data on women and children.
he are therefore requesting expressions of interest from experienced survey firms with a network of interviewers available in the Democratic Republic of Congo. The firms must have experience with conducting large scale household surveys and work in the health sector is preferred. The contracted survey company will work in close cooperation with the World Bank Group on all aspects of the survey methodology to ensure high-quality, reliable survey data. Principles should be fluent in French as well as in English.
