Objective and Purpose of the Assignment

The Sub-National Investment Fund (SNIF) is the primary instrument through which the Royal Government of
Cambodia (RGC) and its development partners (DPs) provide Sub-National Administrations with earmarked
funding to finance specific and approved public investment projects.
SNIF-S needs a National Project Management Consultant to support and help ensure that the project cycle
procedures are consistent with the ADB’s project management requirements and assist in necessary
coordination and consultation with the government counterpart, DMK and other stakeholders.
The position is assigned in the SNIF PMU Office in Phnom Penh and required to travel to different provinces.

Scope of Work

Provide technical expertise in the project management and ensure that the project implementation is in
accordance with the approved project documents or project loan covenants. Ensure that the project
director is well informed of the day-to-day operations of the SNIF PMU and the implementation of the
DMKs’ subprojects.

Detailed Tasks and/or Expected Output

The National Project Management Specialist under the supervision of the head of SNIF PMU will:
• Facilitate the review of bid documents and bid evaluation reports submitted by the DMKs for ADB
approval;
• Provide advice to SNIF PMU, DMKs and other stakeholders on ADB guidelines on procurement, recruitment of consultants, and on preparation of tender documents, processing of contractors’ requests such as
progress billings, contract variations and conduct of final inspections. to ensure effective implementation;
• Identify and resolve problems in project implementation including financial and contract management;
monitor submission of contractors’ billings;
• Provide input or undertake various tasks related to updating and monitoring of the implementation
status of the project, as needed, and provide assistance in reconciliation of project compliance of loan
covenants; assist in the preparation of documents for extension of loan closing dates and reallocation of loan proceeds, if needed;
• Provide input in forecasting disbursements, identifying factors responsible for shortfalls and
expediting achievement of target levels where possible; and identify issues and take action to address them;
• Help organize and participate in meetings, conferences, seminars and workshops; and organize and
conduct training workshops for PMU Staff and DMKs in areas relating to project administration/management;
• Consolidate subprojects’ accomplishment reports to be part of the project quarterly, and semi-annual
progress reports and project completion report;
• Perform other duties that may be assigned from time to time by the head of SNIF PMU.

Minimum Qualification Requirements

• Master’s degree in civil engineering, social science or other relevant discipline
• Demonstrated expertise and experience within the assigned sector
• At least 6 years of relevant professional experience in project management and implementation,
preferably with ADB-funded projects. Experience with World Bank-funded projects is an added advantage
• Experience and knowledge of various stages of the project cycle (project planning
/feasibility/detailed design/project implementation/construction supervision/contract management) is desirable
• Sound knowledge of government administrative systems and procedures
• Able to liaise and work effectively with national government and sub-national administration officials
• Able to mentor Administrative Staff to facilitate work planning, delivery and quality review
• Effective report writing and communication skills in English
• Able to work collaboratively with teams as a constructive team member
