REQUEST FOR EXPRESSION OF INTEREST ((EOI) FOR THE PROVISION OF EVALUATION SERVICES FOR THE CASH BASED INTERVENTIONS BY UNHCR IN MEXICO

The Office of the United Nations High Commissioner for Refugees (UNHCR) in Mexico seeks qualified service providers for the provision of Evaluation Services for its Cash Based Interventions (CBI) in the country.
This is an invitation for suppliers to express interest in providing the above mentioned services. Suppliers interested in participating in the planned solicitation process shall find herewith the instructions for submissions of interest.
UNHCR invites all interested suppliers to carefully follow the instructions described below.
In this context, the Office of the United Nations High Commissioner for Refugees (UNHCR), Representation Office in Mexico, is planning to launch a tender to invite qualified Service Providers to make a firm proposal for the establishment of Frame Agreements for the provision of various Evaluation Services for Cash-Based Interventions (CBI) for Mexico (referred to hereinafter as services) as detailed below.
The primary focus of the CBI Programme review will be on UNHCR’s ongoing Humanitarian Assistance (mainly in the form of Multi-Purpose Cash Grants) and will take place in four (4) of the principal asylum-seeker and refugee-hosting locations:
- Tapachula where the biggest population of PoC are entering Mexico,
- Tenosique and Palenque in Southern Mexico, and
- Mexico City.
The evaluation will be required to, but will not be limited to:
Establish whether UNHCR’s CBI programme in Mexico is relevant and is meeting the humanitarian needs of POC in four specific cities in Mexico;
Assess the distribution process as well as the outcomes of cash assistance on the household and community level;
Confirm that markets are functioning and that PoCs can access markets in a safe and dignified manner;
Based on the findings, draw up a final report of the review and propose clear, appropriate and realistic recommendations for direct improvement of ongoing CBI activities in Mexico.
UNHCR requires the selected provider to manage all the requested services without any exclusion, either directly or through a subcontractor. UNHCR would maintain a contractual relationship with the selected service provider only.
Sub-Contracting: Please take careful note of article 5 of the annexed General Terms and Conditions (Annex D).

2.1 Your application must contain the following documentation:
Annex A -Company profile summary and relevant experience:
Short description of previous experience of similar evaluation services in the humanitarian sector (UN, NGOs, Government programmes);
Three reference contacts which have been recently completed or in progress, which are relevant to this EOI;
Annex B -The UNHCR Vendor Registration Form (Annex B) is duly and fully completed, and signed;
Annex C- Company registration documents:
Certificate of Incorporation,
Latest financial statements, external audit reports (3 years),
Any other important documents related to your company),
A declaration that the company has not been and is not subject to judgement for fraud, corruption or any other legal activity.

UNHCR reserves the right to verify all information submitted by the company and to contact any references provided.
Prices are not required and should not be shared at this stage.
2.2 The UN Global Compact
