TOR Keywords Objective and Purpose of the Assignment

ADB is currently undertaking several diagnostic studies under its TA 9508 (REG): Country Diagnostics
Study in Selected Developing Member Countries to contribute in the discussions of key development
constraints, or thematic/sector issues preventing countries from broadening and optimizing its full
economic growth potential, as well achievement of greater poverty reduction.

The CDS analysis helps support the preparation of country partnership strategies and provide the
knowledge platform needed to stimulate policy dialogues among key stakeholders and policy decision
makers, to support formulation and implementation of the DMCs’ respective medium-term development plans.

Scope of Work

The Consultant will assist EREA staff and international consultants in assembling and analyzing both
macroeconomic and/or microeconomic dataset needed by the selected theme chapters of the CDS. The
consultant will assist the conduct of policy review of various development plans and strategies of
various sectors such as agriculture, environment and natural resource, infrastructure, trade and other
relevant economic sectors. The consultant will assist in data processing, country or sector policy
analysis, and on the application of appropriate econometric techniques for more in-depth and evidence-
based diagnostics.

The Consultant will have good knowledge on data sourcing (national and international databases), strong
command on data processing and analysis using statistical packages or other econometric models. The
Consultant will have a graduate degree in economics, statistics and/or related fields. He/She should be
familiar with statistical tools and can undertake national income accounts analysis. Knowledge on use of
STATA will be an advantage.

Detailed Tasks and/or Expected Output

1. Conduct scoping or literature review of recent country/sector studies, official strategies and plans,
and other relevant and reliable resources;
2. Conduct policy/strategy mapping;
3. Assemble and analyze relevant country/sector-level macro data and micro data and other relevant data sets;
4. Assemble and analyze cross-country data sets for comparator economies;
5. Assist EREA staff in setting up empirical models using statistical packages such as STATA, and
provide initial analysis/findings from the model/s;
6. With guidance from EREA staff, undertake an analysis of the assembled data sets and prepare short
analytical draft report/s on assigned topic;
7. Analyze and identify critical development constraints through supporting evidences from completed data analysis;
8. Support analysis and formulation of evidence-based policy options and recommendations to address
identified constraints in the country/sector;
9. Assist EREA staff in the preparation, finalization and publication of the CDS and other studies
undertaken by the division.
10. Using the earlier analyses in the Study Report/s, conduct a more in-depth empirical analysis to
determine various the factors that help improve performance of the sector in these countries/economies.
11. Assist in finalizing the country or sector thematic diagnostic study;
13. Assist in preparing power point presentations of the project office, as needed
14. Assist EREA staff in preparing working papers or sector/thematic reports using the analysis undertaken.
15. Perform other tasks as may be assigned by the project officer.

Minimum Qualification Requirements

The Consultant will have a degree in economics or related fields with at least 3 years of relevant
Experience in conducting sector studies. He/she should be familiar economic and statistical packages
that can be used to analyze complex datasets. Familiarity with the diagnostic approaches is preferable.
Should have good research skills and familiarity with development issues.
