Description:

Purpose and objectives
UNHCR are seeking proposals from a suitably qualified entity to enter into a Frame Agreement to deliver approximately 20 regional and country level conferences in 2019 each lasting 2 days and requiring a minimum of 2 facilitators. Subject to availability of funding, UNHCR expects the delivery of an additional 20 conferences in 2020.
The conferences – so called to signal ‘end-of-business-as-usual’ – will be interactive; intensive with multiple concurrent activities and geared to behavioural and attitudinal change.
The conferences will provide inspiration and support to managers to play their role in fostering a ‘way of doing business’ that is fit for purpose and will allow for the strengthening of regional networks among managers. The conference format enables UNHCR to bring together a large group of managers from the Bureaux and the operations ‘covered’ by the Bureaux to take ownership of the new ways of implementing the management accountability(ies) and co-create individual and team-level action plans that will facilitate the gradual cultural shift that is required.
The conferences will have follow-up activities to help inject the new facets of the managerial accountability into our organizational DNA. The project will have a coaching component; a series of reinforcing activities inspired by nudge theory and possibly a Training of Trainers component. Nudge theory works through positive re-enforcement and by making it easy to choose positive options1.

Purpose:
To facilitate the re-alignment of UNHCR’s management culture towards fostering working environments that are respectful, safe (from sexual exploitation and abuse (SEA), sexual harassment (SH) and harassment, bullying and abuse of power), collaborative, innovative, inclusive and accountable.
