Objective and Purpose of the Assignment Economic Development in several states of India has remained constrained for decades. Infrastructure
connectivity within the states, with the rest of India and with neighboring Bangladesh, Myanmar, Nepal
and Bhutan, is critical to promote rapid, inclusive and sustainable growth. ADB has been a key
development partner and supports projects under its SASEC program, with focus on transport, urban and
energy sectors. In addition to projects, ADB also undertakes various studies on (i) macroeconomic and
structural issues and (ii) operation-specific knowledge involving infrastructure related project
planning and implementation capabilities, good practices and new technologies, and policy reforms and
The North East has been the focus of developmental planning in India. ADB is undertaking a study of the
industrial development and infrastructure in the North East region of India. This study primarily
focuses on industry analysis and transport/logistics infrastructure.
Scope of Work To collect data from primary and secondary sources for the transportation infrastructure in the North
East States, including, Sikkim, Assam, Meghalaya, Manipur, Mizoram, Nagaland, Tripura and the Siliguri
corridor in West Bengal.
Detailed Tasks and/or Expected Output 1. GIS mapping of the NE region defined above.
a. Assist to obtain the data from relevant agencies/departments.
b. Integrate with the GIS data from other available data sources.
c. Create comprehensive GIS for layered network information (including attributes)
d. Prepare GIS maps, as required
2. Data collection
a. Collect data from relevant agencies/departments, such as, NHIDCL, MORTH and various state departments.
b. Augment the data from other available data sources
c. Coordinate with various internal and external departments
d. Compile data in formats, as required by ADB
e. Analyse the data obtained to support the overall study as required by ADB
3. Assist in identification of the Feeder network (mainly consisting of State Highways and MDRs)
connecting the Core and Branch network developed by the ADB Study team.
4. The Data collection, analysis and GIS data base would include road, rail and waterway networks.
5. Assist in preparation of reports and presentations
6. Any other task assigned by ADB.
Minimum Qualification Requirements • A post-graduate degree in Transportation or related specialized fields is required.
• At least 5 years of relevant professional experience in dealing with various aspects of transport
planning, especially, data collection/analysis, preparation and update of the GIS database and maps, is
• Strong analytical and strategic thinking skills are required.
• Ability to work in a team is required.
• Excellent oral and written communication skills in English are required.
