Objective and Purpose of the Assignment Under the overall guidance of the RETA Project Officer, the international consultant should be an
economist or statistician with extensive working experience in the ICP with particular emphasis on PPP
computation and proven track record in data analysis and interpreting of PPP-related information and
technical report writing.

Scope of Work Under the overall supervision of the ADB staff responsible for the project, the ICP expert will evaluate
the 2016 PPP update and 2017 ICP cycle data, estimates and results; highlight major findings/
problems/inconsistencies in results in comparison with the expected results; and draft research
papers/reports/briefs for the 2016 PPP update exercise and 2017 ICP cycle.

Detailed Tasks and/or Expected Output In particular the consultant is expected to:
(i) participate in expert group meetings/ data validation workshops/ technical meetings to assess the
quality of data, and preliminary results of the 2016 PPP update and 2017 ICP cycle, to assist the
project team in determining the quality of data inputs for PPP computation and
interpreting/understanding the results of the 2016 ICP update exercise, of 2017 ICP cycle. The expert
will also review the revised results for 2011 ICP, if needed;
(ii) recommend the appropriate methods for PPP computations at the BH level and at higher levels of
(iii) recommend practical methods and technical solutions and/or suggest appropriate courses of action
to be taken by the ADB team and/or by the participating economies to address data issues, data
inconsistencies, and concerns that have adverse impact on results;
(iv) perform required analysis and assessment of preliminary and final results of the 2016 PPP update
and 2017 PPPs calculations including consistency checks between the two results; provide technical
advice to increase the reliability and acceptability of the 2016 PPP update exercise and 2017 ICP cycle
results; and assist the ADB project team in interpreting the results and explanations compared with the
results of 2011 ICP round as well as with the revised 2011 PPPs;
(v) prepare the following reports where a brief and annotated outline will be discussed with the
project team: (a) 2016 PPP update report, (b) Summary report of the 2017 ICP cycle, and (c) detailed
report of the 2017 ICP cycle covering same topics as the 2011 ICP report to be written in a fresh and
new way of presenting data by including some boxes on interesting aspects of results or methods;
(vi) prepare report highlights of the 2017 ICP cycle which should be presenting key results,
highlighting interesting results, and providing interpretations in simple manner; the highlights with
some modifications will also serve as the Executive Summary of the 2017 ICP main report;
(vii) provide outline/template for preparing individual country reports based on the 2017 ICP results
and ICP operations and implementation at the country level with metadata; a sample country report will
be prepared by the consultant, which will also serve as the reference template for each country report;
documentation of country metadata will also be covered in the 2017 ICP report as it was done in the 2011
ICP report;
(viii) assist ERCD in disseminating the results of the 2017 ICP cycle by helping in organizing
disseminations events/seminars at the regional/country level and at academic institutions, and
prepare/make powerpoint presentations as needed;
(ix) suggest important areas of methodological research, and prepare at least 2 research papers from the
2017 ICP data to improve ICP methods and highlighting certain research findings that will lead to
methodological improvements for implementing ICP in Asia and the Pacific region – such as study on
whether capital city prices collection or only urban areas price collection are sufficient for ICP
purposes; the topics of the research will be mutually discussed with the by the consultant and ADB ICP
(x) Prepare a brief report on the feasibility of implementing a rolling survey approach in the 2023 ICP
round, identifying the minimum data requirements at the country level to adopt this approach (for
example whole year collection or collection of only one point in time, etc)
(xi) guide the project officer in resolving difficult country data issues and undertake missions to the
economies for discussions on data issues, if needed to resolve any data and/or methodological issues
with any country(ies);
(xii) perform other related tasks that may be necessary in the publication of relevant reports and in
the conduct of research studies to increase awareness among government, research/academe as well as
internal and external stakeholders of the ADB on the uses and applications of the ICP
results besides conducting cross-country comparison of economic activity and price levels.
(xiii) perform other related tasks necessary in the PPP computation and publication of the 2016 PPP
update report and 2017 ICP regional report.

Minimum Qualification Requirements 1) a doctoral degree with a strong background in statistics, economics, index number calculations,
and/or other related subjects;
2) good publication record on index numbers; poverty; and cross-country analysis among others;
3) expertise and/or interests in Asian economies and extensive experience in writing technical reports
and papers on purchasing power parities;
4) extensive experience of research, analysis, and interpreting the PPPs and PPP-based macro-economic
results; and the application and/or development of methods and frameworks related to ICP with
established expertise at the global levels;
5) high level of proficiency in written and spoken English;
