Objective and Purpose of the Assignment The objective of the assignment is to assist the Asian Development Bank with monitoring of environmental
safeguards compliance for loan projects under implementation in Viet Nam in accordance with ADB’s
Safeguard Policy Statement (SPS, 2009), Public Communication Policy (2011) and Access to Information
Policy (2018). The consultant will participate in field missions when ADB environment safeguard
specialist/staff have existing commitments and are unable to participate. The consultant will also
provide technical support for projects with poor safeguards performance to identify and implement
corrective actions and to provide on the job training for project implementing teams.

Scope of Work The consultant will participate in review missions to assess compliance with ADB environmental safeguard
policies and national environmental regulations, the project environmental impact assessment (EIA) or
Initial Environmental Examination (IEE) and environmental management plan (EMP), grievance redress
mechanism and any specific environmental loan covenants. The consultant may also be requested to review
environmental reports prepared by the Executing/Implementing Agency, provide technical comments, and
help finalize reports to ensure that these comply with ADB requirements.

Detailed Tasks and/or Expected Output In close coordination with ADB environment safeguard specialist/staff, the consultant shall provide
support to ensure that all works and outputs are fully compliant with relevant ADB and Vietnamese
Government policies and guidelines on environmental safeguards.

The consultant's work shall include, but not limited to, the following:
1. Assist project teams in project implementation activities to ensure compliance with environment
safeguard policies;
2. Monitor the implementation of EMP and Environmental Monitoring Plan (EMoP) of ongoing projects
through site visits and report reviews;
3. Participate in review missions to verify EIA/IEE or to review the implementation of loan conditions
and covenants and to prepare trip reports. During missions: (i) review institutional arrangements for
EMP implementation and confirm to ADB environment safeguard specialist/staff that all required
specialists have been appointed, mobilized and are fulfilling agreed Terms of Reference; (ii) review EMP
and project implementation progress; (ii) carry out inspection of key construction sites and
environmental monitoring records and meet with project environmental personnel to discuss issues; (iv)
review arrangements for grievance redress mechanism, review records of complaints received and whether
they have been resolved to satisfaction of affected persons; (v) identify environmental safeguard
compliance issues and agree actions for resolution; (vi) prepare inputs for Aide Memoire or Memorandum
of Understanding (AM/MOU), and an environment appendix with a detailed account of persons met,
observations, discussion points, site photos and recommendations to improve environmental compliance;
(vii) participate in wrap-up meeting (if ADB environment safeguard specialist/staff is unable to
attend), present key environmental safeguard compliance issues, agreed corrective measures, responsible
parties and timeframes; and (viii) advise Mission Leader through the respective ADB environment
safeguard specialist/staff if any updates to IEE/EMP needed as a result of mission findings;
4. Mission follow-up and through ADB safeguards specialist/staff: (i) liaise with relevant environmental
personnel, Executing/Implementing Agency and project team to ensure that key actions agreed during the
mission are implemented within the agreed timescales; (ii) support Mission Leader with any required
updates to EMP;
5. Review and help revise draft environmental monitoring reports submitted by executing agencies;
6. Assist in strengthening the capacity of executing agencies, implementing agencies and project
management units in identifying and managing environmental impacts and implementing EMP and EMoP;
7. Undertake interpretation and translation from Vietnamese to English and vice versa, as necessary; and
8. Carry out additional work to be assigned by ADB environment safeguards specialist/staff.

Minimum Qualification Requirements The Consultant should have a postgraduate degree in natural sciences, environmental sciences/management
or environmental engineering with experience of at least 5 years in environmental impact assessment and
management for international funded projects. Previous experience on ADB funded projects is preferred.
Familiarity with national environmental laws and regulations is a requirement in addition to ADB
safeguards policies. S/he should be fluent in both oral and written English and Vietnamese.
