II.2.4)Description of the procurement:

The purpose of the procurement is the provision of the Copernicus Space Component (CSC) Operations Coordination Desk Service. The Operations Coordination Desk Service shall include the following operational functions: the CSC Services Operations Coordination, the CSC E2E Operations Performance Monitoring Dashboard, the CSC Auxiliary Data Gathering.

The CSC Services Operations Coordination function covers the overall CSC operations status and performance monitoring and reporting.

The CSC Services Operations Coordination function performs the centralised coordination of the services anomalies and maintenance activities. Smooth CSC operations rely on a rigorous coordination of the anomalies experienced by the different services and of the potential individual service maintenance activities in order to prevent impact on other services and on the overall CSC operations performance.

The CSC Operations Performance Monitoring Dashboard function provides the overall CSC operations performance view.

The CSC operations aim at making available CSC user level data resulting from the processing of data acquired by the Sentinel satellites. The generation of user level data, in particular for Level-2 user data, requires complementary information from external sources (e.g. meteorological forecasts). The Auxiliary Data Gathering function, is a centralised function, in charge of collecting this information (auxiliary data) and making it available to all CSC services involved in the generation of user level data, ensuring the consistency of auxiliary data used in the CSC data processing.

This procurement is funded by the Copernicus Programme under the MFF for 2014-2020 and will be open exclusively to economic operators which have their registered office in an EU member state or a state participating in the Copernicus Programme.

The ITT package (Cover letter, statement of work, special conditions of tender, draft contract) will be published on ESA tendering website (EMITS http://emits.sso.esa.int/emits/owa/emits.main).

In order to access the ITT package from EMITS, tenderers must be registered as a potential ESA supplier. Any tenderer which is not yet registered with ESA as a potential supplier must complete the online questionnaire on esa-star https://esastar-emr.sso.esa.int/

Please note that esa-star allows 2 levels of entity registration: ‘Light’ and ‘Full’. This allows new users wishing to do business with ESA to carry out their registration in 2 steps. A ‘Light’ registration will grant access to all esa-star services up to and including proposal submission. The award of ESA contracts requires ‘Full’ registration.
