Objective and Purpose of the Assignment 1. The Asian Development Bank (ADB) with funding support from its Urban Climate Change Resilience Trust
Fund (UCCRTF) is implementing a regional technical assistance (TA) project in Bangladesh, Indonesia, and
the Philippines, to strengthen their capacity of government to design and implement investment projects
that strengthen the resilience of the urban poor.(Resilience in this TA is discussed in the context of
climate change and disaster risk).

2. The TA is based on following understanding:
- urbanization of poverty and urbanization of climate and disaster risk is an increasingly common
feature in the TA countries – thus requiring urgent actions to understand such trend and steer urban
growth in a sustainable direction through appropriate investments;
- the poor are disproportionately exposed to various shocks and stresses including the ones triggered by
natural hazards and climate change - thus requiring pro-poor resilience building investments;
- the poor may suffer different types of development impacts from different climate and disaster related
shocks and stresses, including loss of life, damage to assets, disruption of livelihoods, loss of income
and, impact on long-term well-being – thus requiring multi-sectoral investments that deliver development
benefits under a wide range of possible climate and socio-economic conditions;
- the poor are not homogenous and are impacted differently by climate change and disaster risk – thus
requiring multi-scalar resilience building investments targeted at household, community and local
government level;
- the poor can be active agents of change in strengthening resilience – thus requiring investments that
allows local voices to be heard and communities to be empowered.

3. The TA will support the participating countries to (i) undertake country studies to identify
multisectoral and multi-scalar investment opportunities for strengthening resilience of the urban poor
women and men, (ii) improve skills for using climate change and disaster risk information for developing
resilience-building investments targeted at the urban poor, and (iii) support multi-sectoral project
preparatory work (urban community development, social protection, and governance) with an explicit focus
on strengthening the resilience of the urban poor.

4. In Indonesia, implementation of the TA is being led by the Directorate of Environment, BAPPENAS and
with close coordination line agencies responsible for urban development, public works, social
protection, climate change adaptation, disaster risk management, planning and finance.

5. Country level implementation will also discussions and participation of national technical
organizations, think tanks and research organizations; and relevant development partners (bilateral
agencies, multilateral development banks, united nation agencies, and civil society organizations,
including community-based organizations).

Scope of Work 6. Recognizing the need to ensure close collaboration and coordination with various line agencies and
development partners, it is proposed to engage an urban poor and resilience coordinator to support
BAPPENAS in implementation of the TA activities. The coordinator will be Indonesia national. She/he will
be engaged by ADB and will report directly to Director, Directorate of Environment, Bappenas. She/he
will work closely with RAN API Secretariat.

Detailed Tasks and/or Expected Output The consultant will:

(i) develop standard operating procedure (SOP) for communication and administration between ADB,
Bappenas, and line ministries.
(ii) support BAPPENAS in undertaking relevant review and analysis related to urban poor and resilience,
in terms of to strengthen RAN API implementation and the review process as well.
(iii) support BAPPENAS in finalizing the proposal and developing detailed Terms of References for output
(iv) support BAPPENAS in any related technical matter related national programs of urban poor and
(v) support BAPPENAS in relevant analytical work to ensure the TA activities are closely supporting
wider priorities of the government;
(vi) assist BAPPENAS in day-to-day TA coordination with line agencies, ADB team and TA consultants;
(vii) support BAPPENAS in organizing meetings and national consultation workshops, in particular to
prepare any related material, such as ToR, MoM, report, etc.;
(viii) conduct periodical progress report of TA activities and achievement;
(ix) administer meetings and workshops related to the delivery of TA outputs; and
(x) any other project-related tasks as assigned by BAPPENAS.

7. The coordinator will be engaged on a full-time basis for a period of Jnauary to November 2019.

Minimum Qualification Requirements 8. The coordinator will have at least 5 years of work experience in projects related to climate change
adaptation, disaster risk management, and or urban development. Past experience of working closely with
government agencies in Indonesia will be preferred.
