Objective and Purpose of the Assignment

The consultant will work with the Supply Chain Finance Relationship Manager and assist in scaling of the
Supply Chain Finance Program of the Asian Development Bank (ADB); to build the business and in so doing
provide more finance to small- and medium-sized business in developing Asia.

Scope of Work

The consultant will assist in the implementation of the Supply Chain Finance Program (SCFP) to increase
the capacity of companies, especially small- and medium-sized enterprises (SMEs), to grow and employ
more people and to allow SMEs traditionally not considered bankable to gain access to finance. The
consultant will work with the Supply Chain Finance Relationship Manager and help manage relationships
with SCFP partner financial institutions (PFIs), generate supply chain finance transactions, conduct
corporate and integrity due diligence, financial analysis and other risk-related assessments; draft
credit applications and documents to secure clearance from the Office of Anticorruption and Integrity
and obtain Investment Committee approval of PFIs and Office of Risk Management endorsement of obligors,
where applicable, and develop procedures and work with various ADB departments to implement the program.

Detailed Tasks and/or Expected Output

Portfolio Management and Transaction Execution
(i) Helps SCFP Relationship Managers to manage relationships with PFIs and generate traction for Supply
Chain Finance;
(ii) Contributes coordination of various request from PFIs such as quarterly financials or any other
information with respect to obligors;
(iii) Helps SCFP Relationship Managers to work with ADB's legal department and external legal counsel to
develop and negotiate agreements;
(iv) Work with ADB's Controller's Department, Treasury Department, Office of General Counsel and Office
of Risk Management to design SCFP processes and procedures as they relate to each department;
(v) develop business requirements for the automation of SCFP processes, where applicable;
(vi) Contributes to internal administration and reporting; and
(vii) Works with SCFP Relationship Managers and TFP's operations team to ensure transactions are
processed, executed and filed efficiently, appropriately.
Relationship Management and Portfolio Monitoring
(i) Works with SCFP Relationship Managers and to manage the credit assessment, accreditation and annual
review of PFIs and obligors in close coordination with (internal/external) credit analysts;

(ii) Works closely with SCFP Relationship Managers to develop and monitor the SCFP portfolio;
(iii) Works closely with SCFP Relationship Managers to monitor obligor compliance and manage

Minimum Qualification Requirements

The consultant’s minimum qualification requirements are as follows:
(i) Bachelor’s degree or equivalent in business, finance, accounting, marketing or other related areas;
a university degree combined with specialized experience in similar organization/s may be considered in
lieu of Master’s degree;
(ii) At least 10 years of relevant professional experience working in, and with, financial institutions;
(iii) Experience working in an international organization/company is preferred;
(iv) Ideally experience in financial analysis on financial institutions;
(v) Results-driven, independent and self-motivated, yet able to work collaboratively in team; and
(vi) Excellent oral and written communication skills in English and presentation skills.
