Objective and Purpose of the Assignment

The English version shall always prevail in case of any discrepancy or inconsistency between the English

BACKGROUND:
On September 28, 2018 at 18.02 WITA, an earthquake hit Central Sulawesi Province, Indonesia. An
earthquake with a magnitude of 7.4 with an epicenter at 26 km north of Donggala and 80 km northwest of
Palu City with a depth of 10 km triggered a tsunami that hit the beaches in Palu and Donggala and
liquefaction that occurred in several areas in the Palu City. One of the infrastructure was the 7.2 km
Gulf Coast Protection Coastal Dike. To overcome this situation and restore security to the local
residents, the Ministry of Public Works and Public Housing through the Sulawesi River Region Hall III is
constructing a Coastal Protection Dike through a contract Rehabilitation and Reconstruction of Palu
Coastal Protection dated 19th December 2019 specifically intended to withstand the process of coastal
abrasion (not a dike to withstand a tsunam`i). The construction of the Coastal Safeguard in Palu Bay is
the initial stage of restructuring the coastline that has been ravaged by disasters.
In the context of carrying out activities, of course, supervision and technical advice are needed to
ensure that the activities are of the right quality, timely and appropriate benefits.

LATAR BELAKANG:
Pada tanggal 28 September 2018 pukul 18.02 WITA, gempa bumi melanda provinsi Sulawesi Tengah, Indonesia.
Gempa bumi dengan kekuatan 7,4 magnitudo dengan pusat gempa berada di 26 km utara Donggala dan 80 km
barat laut Kota Palu dengan kedalaman 10 km tersebut memicu tsunami yang menerjang pantai-pantai di Kota
Palu dan Donggala serta likuifaksi yang terjadi di beberapa wilayah di Kota Palu
Salah satu infrastruktur yang mengalami kerusakan parah adalah Tanggul Pengaman Pantai Teluk Palu
sepanjang 7,2 Km. Untuk mengatasi situasi tersebut dan mengembalikan rasa aman bagi warga sekitar,
Kementerian Pekerjaan Umum dan Perumahan Rakyat melalui Balai Wilayah Sungai Sulawesi III melakukan
pembangunan Tanggul Pengaman Pantai / Coastal Protection melalui kontrak Rehabilitasi dan Rekonstruksi
Tanggul Pengaman Pantai Palu melalui kontrak tertanggal 19 Desember 2019 yang diperuntukkan khusus untuk
menahan proses abrasi pantai (bukan tanggul untuk menahan tsunami). Pembangunan Tanggul Pengaman Pantai
di Teluk Palu merupakan tahapan awal penataan kembali kawasan pantai yang telah porak poranda akibat
dilanda bencana.
Dalam rangka pelaksanaan kegiatan, tentunya diperlukan pengawasan dan advis teknis untuk menjamin
kegiatan tepat mutu, tepat waktu dan tepat manfaat.

PURPOSE & OBJECTIVES:
The Purpose and Objectives of this activity are to carry out supervision and advice on the
implementation of construction activities in the Palu Coastal Protection.

MAKSUD & TUJUAN:
Maksud dan Tujuan kegiatan ini adalah melaksanakan pengawasan dan advis terhadap pelaksanaan kegiatan
konstruksi pengaman pantai Palu.

TECHNICAL STANDARDS:
a. All technical planning related to this work must be carried out in accordance with SNI / SK-SNI and
related guidelines issued by the Directorate General of Water Resources and other general technical
requirements that apply to similar work in Indonesia at this time.
b. In the event that the Indonesian National Standard (SNI) or Technical Planning Guidelines relating to
this work do not yet exist, it is permissible to use other generally accepted standards in Indonesia
taking into account the flexibility and adaptation to the situation in Indonesia. If necessary changes
to changes in these standards, must be with the approval of the Board of Directors of the work.

STANDAR TEKNIS:
a. Semua perencanaan teknis yang berkaitan dengan pekerjaan ini harus dilaksanakan sesuai dengan SNI/SK-
SNI dan pedoman yang berkaitan yang dikeluarkan oleh Direktorat Jenderal Sumber Daya Air serta
persyaratan teknis lainnya yang umum dan berlaku untuk pekerjaan sejenis di Indonesia pada saat ini.
b. Dalam hal Standar Nasional Indonesia (SNI) atau Pedoman Perencanaan Teknis yang berkaitan dengan
pekerjaan ini belum ada, diperbolehkan menggunakan standar lain yang berlaku umum di Indonesia dengan
mempertimbangkan fleksibilitas dan penyesuaian terhadap keadaan di Indonesia. Apabila diperlukan
perubahan terhadap perubahan standar tersebut, harus dengan persetujuan Direksi pekerjaan.

Scope of Work

The expert will carry out supervision of activities and provide technical advice for the implementation
of construction.

Detailed Tasks and/or Expected Output

SCOPE OF ACTIVITIES:
1) Carry out technical supervision of the implementation of the intended work;
2) Control and monitor quality control and time of work, and submit reports to the owner of the work is
monitored periodically and appropriately;
3) Checking the submission of work implementation bills to suit the quality and quantity of work that
has been carried out;
4) Delivering technical justification to the employer of the work being supervised, and can be accounted
for by the technical standards that apply in Indonesia
5) Carry out a review of the design in accordance with existing conditions in the field.
6) Responsible for the smooth running of the work and assisting the completion of other related factors
when needed or required to review the design, examine or check the drawing of the implementation (Shop
Drawing) and post-implementation drawings (As Build Drawing). The aforementioned obligations must remain
closely related to the authority of the Job directors and Field Directors based on the construction
contract to be managed based on the concept of duty. The quantity will change at any time, as needed and
will be stated in the form of a contract, without changing prices;
7) Reviewing and providing recommendations on the Contractor's implementation schedule or changes to the implementation of the Contract, as well as any similar programs that must be submitted by the Contractor
to get approval from the Activity Leader;
8) Checking and making recommendations on all requests / demands of the Contractor to get an extension, payment of additional work or additional costs or other such things;
9) Providing advice regarding work changes and claims (claims).
10) Review and recommend to the Employer for approval the contractors’ organizational arrangements, key personnel and work plans, materials and their sources;
11) Review and recommend to the Employer for approval contractors’ quality management plan, work
program, method statements, material sources, manpower and equipment deployment etc.;
12) Provide necessary setting out data to the civil work contractors and ensure correctness of the
contractors’ setting out at the sites;
13) Prepare working drawings for recommendation to the Employer for issuance to the contractors;
14) Prepare necessary adjustments in the design/drawing required during construction due to site
requirements; assist in preparing necessary documents for negotiations by the Employer with contractors,
when required;
15) Monitor the works of the contractors to ensure that the works are complying with the contractors’
quality management plan, work plan, and contract specifications; recommend to the Employer issuing non-
compliance notifications, when required;
16) In the event variations to the works are required, prepare the necessary documents for the Employer
for negotiations with contractors; advise the Employer on alternatives;
17) Monitor the contractors in matters concerning safety and care of civil works including, but not
limited to, provision of warning signs, fencing and security; recommend to the Employer issuing non-
compliance notifications, when required;
18) Monitor progress of works against baseline work plans and advise the Employer on measures to be
taken by contractors to improve progress and quality;
19) Assist the Employer in convening regular site meetings with the contractors to discuss issues and
problems affecting the progress; prepare minutes for approval by the Employer;
20) Endorse interim certificates for progress payments and recommend for payment to the Employer;
21) Make recommendations to the Employer on contractors’ claims for additional payment, extension of
time, and any other matters;
22) Check as- built drawings for the works finalized by the contractors;
23) Certify completion of parts of the works, if any;
24) Maintain records, correspondence, detailed diaries, photographs and other documents concerning
relevant events and activities.
25) Prepare consolidated bi-weekly and monthly progress reports and submit to the Employer.

LINGKUP KEGIATAN:
Melaksanakan pengawasan teknis terhadap pelaksanaan pekerjaan yang di maksud;
2. Mengontrol dan memonitoring kendali mutu dan waktu pekerjaan, dan menyampaikan laporan kepada pemilik
pekerjaan yang diawasi secara periodik dan tepat ;
3. Memeriksa pengajuan tagihan pelaksanaan pekerjaan terhadap kesesuian mutu dan kuantitas pekerjaan
yang telah dilaksanakan;
4. Menyampaikan pembenaran teknis kepada pemberi pekerjaan terhadap pekerjaan yang diawasi, dan dapat
dipertanggung jawabkan secara standarisasi teknis yang berlaku di Indonesia;
5. Melaksanakan tinjauan kembali terhadap desain sesuai dengan kondisi eksisting di lapangan.
6. Bertanggung jawab atas kelancaran pekerjaan dan membantu penyelesaian terhadap faktor-faktor lain
yang terkait bilamana diperlukan atau diminta tinjauan kembali desain, meneliti atau memeriksa gambar
pelaksanaan (Shop Drawing) dan gambar purna laksana (As Build Drawing). Kewajiban tersebut diatas harus
tetap berkaitan erat dengan wewenang direksi Pekerjaan dan Direksi Lapangan berdasarkan kontrak
konstruksi yang akan dikelola berdasarkan konsep tugas. Kuantitas tersebut akan berubah setiap saat,
sesuai dengan kebutuhan dan akan dituangkan dalam bentuk kontrak, tanpa merubah harga;
7. Memeriksa serta memberikan rekomendasi atas jadwal pelaksanaan Kontraktor atau perubahan-perubahan
untuk pelaksanaan Kontrak, serta setiap program-program serupa yang harus diajukan oleh Kontraktor untuk
mendapat persetujuan dari Pemimpin Kegiatan;
8. Memeriksa serta membuat rekomendasi terhadap semua permintaan / tuntutan Kontraktor untuk mendapatkan
perpanjangan waktu, pembayaran tambahan pekerjaan atau biaya tambahan atau hal-hal lain semacamnya;
9. Memberikan nasehat mengenai perubahan pekerjaan dan tuntutan (claim);
10. Meninjau dan memberi rekomendasi kepada Pemberi Kerja untuk persetujuan organisasi, personalia
kunci, rencana kerja, bahan/material kerja dan sumber material kontraktor;
11. Meninjau dan memberi rekomendasi kepada Pemberi Kerja untuk persetujuan rencana pengelolaan
kualitas, program kerja, pernyataan metode, sumber-sumber material, mobilisasi tenaga kerja dan
peralatan dsb kontraktor;
12. Menyediakan data pengaturan yang diperlukan kepada kontraktor pekerjaan sipil dan memastikan
kebenaran pengaturan kontraktor di lokasi;
13. Menyiapkan gambar kerja untuk direkomendasikan kepada Pemberi Kerja untuk diterbitkan kepada
kontraktor;
14. Menyiapkan penyesuaian yang diperlukan dalam desain / gambar yang diperlukan selama konstruksi
karena persyaratan lokasi; membantu penyiapan dokumen yang diperlukan untuk negosiasi oleh Pemberi Kerja
dengan kontraktor, bila diperlukan;
15. Memantau pekerjaan kontraktor untuk memastikan bahwa pekerjaan tersebut sesuai dengan rencana
manajemen mutu, rencana kerja, dan spesifikasi kontrak kontraktor; merekomendasikan kepada Pemberi Kerja
untuk menerbitkan notifikasi ketidakpatuhan, jika diperlukan;
16. Jika diperlukan variasi pekerjaan, menyiapkan dokumen yang diperlukan untuk Pemberi Kerja untuk
negosiasi dengan kontraktor; memberi tahu Pemberi Kerja tentang alternative-alternatif yang tersedua;
17. Memantau kontraktor dalam hal-hal yang berkaitan dengan keselamatan dan perawatan pekerjaan sipil
termasuk, namun tidak terbatas pada, pemberian tanda peringatan, pagar dan keamanan; merekomendasikan
kepada Pemberi Kerja untuk menerbitkan notifikasi ketidakpatuhan, jika diperlukan;
18. Memantau kemajuan pekerjaan terhadap rencana kerja dasar dan memberi tahu Pemberi Kerja tentang
tindakan yang harus diambil oleh kontraktor untuk meningkatkan kemajuan dan kualitas;
19. Membantu Pemberi Kerja untuk mengadakan pertemuan rutin dengan kontraktor untuk membahas masalah
yang mempengaruhi kemajuan; menyiapkan notulen untuk disetujui oleh Pemberi Kerja;
20. Memberi rekomendasi sertifikat sementara untuk pembayaran kemajuan dan merekomendasikan pembayaran
kepada Pemberi Kerja;
21. Membuat rekomendasi kepada Pemberi Kerja atas klaim kontraktor untuk memperoleh pembayaran tambahan,
perpanjangan waktu, dan hal-hal lainnya;
22. Memeriksa as- built drawings untuk pekerjaan yang telah dikerjakan oleh kontraktor;
23. Mensertifikasi penyelesaian bagian pekerjaan jika ada;
24. Memelihara catatan-catatan, korespondensi, catatan harian detail, foto dan dokumen lain yang terkait
even dan aktifitas yang relevan;
25. Menyiapkan laporan dua mingguan konsolidasian dan laporan kemajuan bulanan dan menyampaikannya
kepada Pemberi Kerja.

OUTPUT:
Report on the Implementation of Activity (3 books every month)

KELUARAN:
Laporan Pelaksanaan Kegiatan (3 buku tiap bulan)

REPORT:
Bi-weekly report made on 3 (three) copies) will summarize supervision activities carried out during the
bi-weekly, work progress and problems/constraints encountered during the reporting period and
measures/actions taken to overcome the problems. Bi-weekly report to be submitted no later than Tuesday
of the following week.

Monthly Reports contain :
a. Daily supervision activities carried out during the month.
b. Constraints / problems in the implementation of activities encountered in the relevant month and
efforts to overcome them.
c. Documentation of monitoring activities in the relevant month.
d. Next month work plan.

Reports must be prepared in such a way that PPK always gets clear and timely information. When there are
meetings at certain stages proposed for decision making relating to the completion of the work, this
should be detailed in the monthly report.
The report made in 3 (three) copies must be submitted no later than: on the 3th (three) calendar day of
the following month. Payments will be made upon approval of the monthly reports by the Director.

LAPORAN:
Laporan Dua Mingguan dibuat sebanyak 3 (tiga) rangkap memuat ringkasan kegiatan harian pengawasan yang
dilakukan selama dua minggu yang bersangkutan, kemajuan pekerjaan dan kendala pelaksanaan kegiatan yang
dihadapi dalam dua minggu yang bersangkutan dan upaya penanganannya. Laporan dua mingguan harus
diserahkan selambat-lambatnya pada hari Selasa minggu berikutnya dari periode yang dilaporkan.

Laporan Bulanan memuat :
a. Kegiatan harian pengawasan yang dilakukan selama bulan bersangkutan.
b. Kendala/permasalahan pelaksanaan kegiatan yang dihadapi dalam bulan bersangkutan dan upaya
penanganannya.
c. Dokumentasi kegiatan pengawasan dalam bulan bersangkutan.
d. Rencana kerja bulan berikutnya.

Laporan harus dibuat sedemikian rupa sehingga PPK senantiasa mendapatkan informasi yang jelas dan tepat
pada waktunya. Bilamana ada pertemuan pada tahap-tahap tertentu yang diusulkan untuk pemberian keputusan
yang berkaitan dengan adanya tahapan penyelesaian pekerjaan, maka hal ini harus diperinci dalam laporan
bulanan.
Laporan bulanan dibuat sebanyak 3 (tiga) rangkap harus diserahkan selambat-lambatnya: pada hari ke-3
(tiga) hari kalender bulan berikutnya. Pembayaran akan dilakukan setelah laporan bulanan disetujui oleh
Direksi.
