COVID - 19 UPDATE: Tender submission update

Due to the rapid spread of COVID – 19 and following on from President Cyril Ramaphosa’s announcement declaring the pandemic a national disaster, the DBSA is introducing the following precautionary measures in relation to submissions of Tender documents.

ELECTRONIC SUBMISSIONS
a. Bidders that wish to submit a tender response must send an email to TENDERS@DBSA.ORG indicating their participation
b. Bidders will thereafter receive a OneDrive Link to submit / upload their tender documents electronically

PHYSICAL SUBMISSIONS
a. Prior to entering the DBSA premises, the representative delivering the submission may be subjected to heat scanning. The DBSA reserves the right to deny entry should the reading be deemed above normal.
b. There will be NO signing off on the SCM records register during this period. This is to avoid physical contact.
c. Physical documentation that is received will be kept in isolation for a period of 4 days post tender closing.


Extension of tender closing dates

Following the President’s announcement on the 23rd of March 2020, on the escalation of measures to combat the COVID-19 epidemic, the DBSA has taken a decision to close all tenders, currently published during the lockdown period, on the 24th of April 2020.

ADDENDUM NO.1

AMENDMENT TO THE TENDER DOCUMENT:
THESE CLARIFICATIONS MUST BE READ TO FORM PART OF TENDER NO’S.

RFP33/2020 TO RFP38/2020

1. An error was made on Vol1 (where construction methodology was left on the main index of Vol 1).
Bidders should note that the submission of construction methodology should not form part of their
submission,
but a quality plan should be submitted as stated on Vol 1 & 2

2. We have noted the page numbering issue, some headings in the tender document may not correspond
with main index page (e.g. index page indicates page 44 should be RFP Declaration Form, however,
this is found on page 45). Bidders must ensure that they fully complete & return the issued tender
document as a whole

3. The amendment has been made to Page 16 of Volume 1 and Page 52 of Volume 2 ( T2.3.1) for
ALL bids requiring a CIDB Grading of 6GB and higher .
“Tenderer must have successfully completed in the last 5 years , a minimum of two (2) building projects
each of the value of greater than R 4 500 000 and each having a positive reference”

4. The amendment has been made to Page 16 of Volume 1 and Page 52 of Volume 2 ( T2.3.1) for
ALL bids requiring a CIDB Grading of 7 GB and higher .
“Tenderer must have successfully completed in the last 5 years , a minimum of two (2) building projects
each of the value of greater than R 13 500 000 and each having a positive reference”

5. The closing date of the above-mentioned tenders have been changed due to numerous requests from
bidders.

6. In light of the recent outbreak of the COVID-19 pandemic, the DBSA is introducing the following precautionary measures in relation to submissions of Tender documents;
ELECTRONIC SUBMISSIONS
a. Bidders that wish to submit a tender response must send an email to TENDERS@DBSA.ORG copying ZIPHOM2@DBSA.ORG indicating their participation
b. Bidders will thereafter receive a OneDrive Link to submit tender documents electronically
PHYSICAL SUBMISSIONS
c. Prior to entering the DBSA premises, the representative delivering the submission may be subjected to heat scanning. The DBSA reserves the right to deny entry should the reading be deemed above normal.
d. There will be NO signing off on an SCM records register during this period. This is to void physical contact.
e. Physical documentation that may be received will be kept in isolation for a period of 4 days post tender closing.

7. The Tender Closing Details are as follows:
Closing Date: 06 April 2020
Closing Time: 16h00 pm (Telkom Time) for physical submissions
23h55 (Telkom Time) For One drive link
The physical closing address of the tender box shall remain the same.
