Objective and Purpose of the Assignment

The technical assistance (TA) uses, expands, and tailors an existing model to the Beijing-Tianjin-Hebei
(BTH) region to support the government to (i) assess the interaction of climate and clean air policies;
(ii) capture co-benefits and identify synergies between policies across sectors; (iii) take measures
that are cost-effective and well-coordinated within the BTH region; (iv) identify policy and management
approaches that strengthen incentives for plant-level compliance with energy transformation and
environmental objectives; (v) project the impact of incentives created by market-based instruments to be
established; and (vi) study the health impacts of policies.

Scope of Work

To review and finalize (i) knowledge product, and (ii) consultant's final reports.

Detailed Tasks and/or Expected Output

The consultant will support the ADB project officer in reviewing and finalizing the final TA report
including the establishment of the knowledge products. Responsibilities shall include, but are not limited to the following tasks:
(i) provide independent and third-party opinion on the assessment of the integrated model framework and on the TA results;
(ii) provide comments on draft consultant reports as established under the TA;
(iii) advise on the structure and content of major TA deliverables, including two final consultant reports and two knowledge products;
(iv) conduct quality assurance for the finalization of two consultant reports;
(v) incorporate comments as provided by ADB, in the scope of the finalization of both knowledge products; and
(vi) finalize the knowledge products and final consultant report.

Minimum Qualification Requirements

The consultant is required to have at least 10 years of experience in the field of writing and editing
of subject-based reports. Longstanding experience in establishing policy papers on clean air policy,
legal and regulatory issues, is considered an asset. A minimum of 10 years of regional experience within
the PRC is required.
