Objective and Purpose of the Assignment The Royal Government of Cambodia is in the process of enacting the law on E-Commerce under the
responsibility of the Ministry of Commerce (MOC), with the support of ADB. The law specifies that
electronic submissions have legal validity, can meet requirements for written submissions and
signatures, and qualify for status as original records and record retention. In addition, the law
specifies that electronic communications are eligible for submission as evidence. The remaining chapters
are devoted to specific implementation issues including communication process, what constitutes a secure
electronic record and signature, consumer protection and privacy, intermediaries and electronic commerce
service providers, government activity and transactions, submission of electronic evidence, electronic
payments and fund transfers, and offences in E-Commerce and sanctions.

In addition to the enacted E-Commerce law and its sub-decree under preparation, a dedicated E-Commerce
training program is necessary to target key industries in Cambodia that would benefit from the emergence
of a regulated E-Commerce environment and also benefit female entrepreneurs.

Scope of Work Under the guidance of MOC, the Ministry of Handicraft and Industry, the Ministry of Women’s Affairs and
the National Bank of Cambodia (NBC), a year-long training program will be designed and implemented to
support electronic commerce throughout the country.

Detailed Tasks and/or Expected Output The expert will perform the following activities:

• Support the international expert in conducting focus group discussions with entrepreneurs in key
industries in order to understand their level of awareness of E-commerce, what they hope to benefit from
the platform and determine the best modalities to deliver the training program.
• Support consultation with key stakeholders (MOC, the Ministry of Handicraft and Industry, the
Ministry of Women’s Affairs and the National Bank of Cambodia (NBC), as well as male and female
entrepreneurs, develop a draft E-Commerce training program to facilitate entrepreneurs’ participation in
E-commerce activities.
• Assist the international expert in conducting a pilot of the training program in a location to be
selected by the government stakeholders.
• Support the international expert in conducting training sessions on programs for trainer of trainers
capable of delivering the training program in key areas throughout the country.
• Oversee and review the translation of the training curriculum modules to Khmer language (translation
service will be tendered separately)

Minimum Qualification Requirements The consultant should have a bachelor’s degree in business administration, marketing or finance. The
expert shall have at least 5 years of recognized professional experience in business development and
training. The expert should have participated in similar training programs for entrepreneurs in
Cambodia. The expert shall have strong written and oral communication skills in English and Khmer.
