ASSIGNMENT DESCRIPTION
The World Bank Group is selecting a consulting firm to carry out an Assessment of One Health/Health Security Training Programs in Vietnam. Objectives of the assignment are to:
Map currently on-going or newly completed One Health (OH)/Health Security (HS) training provided by different agencies in Vietnam (both international and national);
Assess the effectiveness including technical soundness and applicability of OH training programs in providing the skills needed for current health and veterinary professionals in preventing and controlling infectious and zoonotic diseases;
Assess the linkage/coordination between governmental agencies and universities in designing and implementing OH trainings and implementing OH actions;
Assess how the OH training program fits with the competency needed for staff/students and human resource development in controlling and responding to infectious and zoonotic diseases outbreaks/pandemic;
Assess the application and sustainability of different OH training courses and programs in different sectors, particularly focused on public health and animal health;
Assess the future training needs for the OH, not limited to the past and on-going programs and the human and animal health sectors and hence provide lessons learnt and recommendations for future programs and training activities;
The assessment will be based on three interrelated areas of work: Multi-sectoral engagement; Government-University collaboration and commitment, Institutional strengthening; and Education and training.
The assessment will use both quantitative and qualitative methodologies, including questionnaires, in-depth interviews, and focus group discussions.
The assessment will be conducted based on the targeted beneficiaries, including students/trainees, faculty, current human health and veterinary staff and their supervisors, and policy makers at national, provincial and district levels. The governmental agencies who provide oversight for training and education should be included in the assessment.
The assessment is expected to start from early December 2019 to February, 2020.

SUBMISSION REQUIREMENTS
The World Bank Group now invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Consultants may associate to enhance their qualifications.

NOTES
Following this invitation for Expression of Interest, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding.
Only those firms which have been shortlisted will receive notification. No debrief will be provided to firms which have not been shortlisted.
