Objective and Purpose of the Assignment To support the 9 district health teams, the provinces and the MOHNIM on the establishment of selected
services from the ESP

Scope of Work The consultant will provide technical assistance to the Cluster teams to establish selected services
from the recently released Essential Service Package (ESP) at identified service points in the cluster
network in each of the pilot clusters in the 9 districts. The consultant will also engage with the
MOHNIM (Director-Primary Care Services, OD, Policy Analysis & Development, NCD, Planning etc), the M&E
firm, the Provinces, Districts and clusters, WHO, ADB, World Bank to seek policy and strategic
support on implementation of the ESP within the pilot clusters in Sri Lanka.

The consultant will work very closely with the Cluster Management consultant and the HRH for PHC
consultant, also hired by the HSEP, PMU.

Detailed Tasks and/or Expected Output The consultant will:

At the Cluster Level,

Initially review the ESP, the draft cluster pilot plans developed by each of the 9 teams, and in
consultation with each of the 9 cluster teams, finalize the package of services, that can be piloted in
the 9 clusters
(i) Engage in consultations at the level of the district, province and the MOHNIM to seek agreement on
the services that will be piloted in the clusters;
(ii) Help develop the communication and advocacy plan for each of the 9 pilot cluster teams to address
the issues and concerns that would arise with the introduction of ESP services among health seekers,
officials and staff from MOHNIM (Director-Primary Care Services, OD, Policy Analysis & Development, NCD,
Planning etc), Province, District levels and the staff of the 9 identified clusters;
(iii) Agree with the cluster teams on the guidelines, standard operating procedures, clinical pathways,
and protocols required to pilot the identified interventions and/or services in the clusters;
(iv) For each of the services that will be piloted via the clusters, draft the required documentation
(SOPs, clinal pathways, referral arrangements etc.) defining the services that will need to be provided
at each level of facility in close consultation with the relevant Professional Colleges, the MOHNIM and
each of the cluster teams.
(v) Based on the services that will be provided via the clusters to the catchment population, Identify
the gaps in investment related to equipment, infrastructure, management that need to be addressed
prior to piloting the introduction of the selected services in the clusters;
(vi) Develop data management formats in consultation with the cluster management consultant to monitor
the implementation of the identified services of the ESP
(vii) Assist the cluster teams to develop their capacity on monitoring the implementation progress of
the identified service packages within the cluster.
(viii) Provide technical assistance to the PMU and PIUs to purchase all required equipment for piloting
the ESP;
(ix) Collaborate with the Consultant cluster management and develop equipment, laboratory and
radiological services, and other requirements, based on the services that will be provided via the
network of facilities at each level to ensure the availability of services keeping in view cost
(x) Identify and establish a mechanism, in consultation with the consultant cluster management, to
calculate the logistic requirements to maintain flow of drugs, reports and patients among the cluster
(xi) Engage in discussions to help finalize the draft cluster performance assessment framework in
consultation with the Consultant for cluster management and engage in discussions / review
implementation progress of clusters and support to take measures to address implementation bottlenecks.

At the national Level,
The consultant will,
(i) Coordinate with the MOHNIM ((Director-Primary Care Services, OD, Policy Analysis & Development, NCD,
Planning and with the PMU and the M&E firm consultants.

Minimum Qualification Requirements The consultant should have
(i) a post-graduate degree in Public Health / Community Medicine/ Medical Administration;
at least 8 years of work experience in designing, implementing or managing health programs at the
provincial or regional level.
(ii) knowledge of existing MOHNIM policy documents, strategic plans with report writing skills;
(iii) excellent interpersonal skills;
(iv) good analytical and computer skills; and
(v) excellent skills in speaking and writing English, Tamil /Sinhalese.
