9. Maximum budget

The total indicative budget for the whole duration of the framework contract is 40 000 000 EUR.

10. Scope for additional services

The contracting authority may, at its own discretion, extend the framework contract in duration and/or scope subject to the availability of funding up to the estimated amount of 20 000 000 EUR.

Any extension of the framework contract would be subject to satisfactory performance by the contractor(s).

21. Selection criteria

3) Technical capacity of candidate (based on items 5 and 6 of the application form). The reference period which will be taken into account will be the last 5 years from submission deadline.

(i) the candidate has undertaken at least 10 evaluations in the international cooperation and development context, each with a budget of at least 100 000 EUR and in sectors referred to under point iv below;

(ii) out of the 10 contracts under i, at least 5 must be for complex evaluations (see footnote 1) of at least 200 000 EUR;

(iii) out of the 5 contracts under ii, at least 1 must cover a complex multi-country or regional evaluation;

(iv) the evaluations undertaken within the 10 contracts under i, must have covered at least 5 of the following sectors of intervention:

(a) education and culture, health, social protection;

(b) rural development, nutrition, food security;

(c) migration;

(d) water and sanitation, environment and natural resources;

(e) democracy and rule of law, gender equality, human rights;

(f) civil society, local authorities;

(g) sustainable cities, transport infrastructure, digitalisation;

(h) energy and climate change;

(i) investment climate, private sector development and employment, international trade, macroeconomic stability, public finance management;

(j) nuclear safety and security, conflict prevention, fragility since each sector description contains several sub-sectors, covering one of the sub-sectors is sufficient for the whole sector to be considered as covered. One particular evaluation can be considered as covering at most 2 sectors.

(v) the candidate has capacity to work in different languages, at least in English and French. The capacity to work in both English and French will be considered as satisfied if (a) at least one of the contracts under i. has the formal outputs (i.e. inception report, final report, etc) written in English as original language and (b) at least one of the contracts under i. has the formal outputs (i.e. inception report, final report, etc.) written in French as original language.

30. Additional information

During the framework contract’s implementation and for each specific contract, the eligibility of economic operators in terms of nationality will be verified in reference to the instrument for financing EU external action under which the specific contract is financed. In case an economic operator is not eligible for the instrument financing the specific contract, that economic operator shall not be eligible to participate in any task related to that specific contract.

In this context, it is highlighted that consortium leaders must remain eligible for all ongoing instruments for financing EU external action during the entire period of implementation of the framework contract. Non-compliance with this condition may lead to early termination of the framework contract.

All other terms and conditions of the contract notice and its previous addenda remain unchanged. The above alterations and/or corrections to the contract notice are integral part of the contract notice.
