Objective and Purpose of the Assignment

The twin issues of environmental justice and climate change have risen in prominence over the last
decade, especially with the onslaught of extreme weather events, intense heat waves, rising sea levels,
and loss of wildlife and vegetation. The sense of urgency is not superficial or even cosmetic. Global
surface temperatures have warmed about 1.1ºC since 1850—with 0.8ºC of that warming occurring since the
1970s.

An increasing number of judges in Asia and the Pacific have realized that as the effects and impacts of
climate change intensify, more and more disputes related to this phenomenon will be brought before the
courts. In addition, environmental law and climate change law are rapidly developing fields. Judges have
therefore identified that they need assistance to build their capacity, resources, and institutions in
the areas of climate change and environmental law.

This regional capacity development technical assistance (TA) aims to develop judicial capacity for
adjudicating climate change and sustainable development matters. Major initiatives under this TA are the
development of working papers, articles, blogs, and other knowledge products relating to climate change
and environmental law in Asia and the Pacific. ADB intends that these knowledge products should be
useful resources for judges facing disputes relating to climate change and sustainable development in
Asia and the Pacific.

Scope of Work

ADB needs an experienced technical editor to work with the Project Team Leader and the International
Knowledge Management Specialist on editing, synthesizing, and/or finalizing working papers on climate
change litigation for Asian and Pacific judiciaries.

Detailed Tasks and/or Expected Output

Under the guidance of the Project Team Leader and the International Knowledge Management Specialist, the
technical editor will undertake the following scope of work:

1. Edit, synthesize, and/or finalize working papers on climate change litigation;

2. Assist the International Knowledge Management Specialist to undertake technical reviews of the
working papers on climate change litigation, as needed;

3. Assist in compiling papers from different writers into one or more publications, as may be required;

4. Ensure consistency of writing styles and user-friendly readability of the knowledge products;

5. Ensure consistency and compliance with ADB’s Handbook of Style and Usage, and other related ADB
guidelines, where appropriate; and,

6. Perform other related tasks to achieve the TA outputs and outcomes.

Minimum Qualification Requirements

The consultants should have recognized expertise in technical editing, with at least 10 years of
relevant and/or specific experience. In that regard, ADB is seeking experts:

1. With demonstrated reputation for excellence in research, writing, and editing;

2. With extensive experience in writing, publishing, and editing in English, preferably on climate
change and environmental law, including experience in assisting international organizations with writing
and/or editing knowledge products and publications; and

3. Preferably with extensive experience editing and finalizing publications for ADB, and other
development organizations.

NOTE: ADB has the right to change the category of this assignment from international to national, based
on the consultant's qualifications and experience.
