Objective and Purpose of the Assignment Five Regional School Improvement Advisers will be based in Provincial Offices of Education (PoE) in five
key regions of the country. Leading and working with teams from the PoE offices, their objective is to
link and coordinate project implementation throughout the five key regions with the purpose of
strengthening the outcome of project interventions.

This RSIA for Package CB3506 will be based in Siem Reap and will cover the additional provinces of
Kampong Thom, Banteay Meanchey, Preah Vihear and Oddar MeanChey.

Scope of Work Each RSIA will form and lead a Regional Schools Improvement Team (RSIT) comprising relevant PoE
personnel to support Project activities in the 6-8 Secondary Resource Schools (SRS) in each region. The
five RSITs will ensure that project activities are implemented in a timely and efficient manner in
accordance with project design. They will actively seek to strengthen links with civil society, increase
public awareness of the project and its objectives, monitor project activities in their areas and
collect evidence of their effective applications.

Detailed Tasks and/or Expected Output In collaboration with the Department of General Secondary Education (DGSE) Secondary Resource School
Unit and under the supervision of USESDP2 project management, the RSIA will be responsible for:

1. Supporting SRS administrators and teachers through project activity planning, budgeting, and
logistics; mentoring and coaching; school-based leadership & management, STEM resource acquisition;
oversight of facilities improvements; and project activity monitoring and evaluation;

2. Collaborating with other RSITs to ensure effective information sharing and project implementation;

3. Coordinating and collaborating with implementing departments within the MoEYS including the National
Institute of Education (NIE), Departments of General Secondary Education, Examination Affairs;
Information & Technology, Quality Assurance, Curriculum Development, Construction, Finance and
Procurement, and Provincial Offices of Education, where appropriate and under the guidance of project

4. Supporting INSET at Secondary Resource Schools;

5. Ensuring effective working relationships between USESDP2, MoEYS, and civil society partners engaged
in collaborative program activities;

6. Assisting MoEYS and the departments responsible for policy reforms to collect evidence of effective
application in the target SRS;

7. Assisting with project research activities and data collection (disaggregated by gender and STEM
area, where appropriate);

8. Ensuring quality, monitoring, and reporting throughout the program for both MoEYS and ADB; and

9. Supporting GAP implementation, monitoring and reporting, more particularly for all the gender actions
and targets involving/related to SRS and STEM; in doing so,
work in close coordination with the gender specialists; include gender-related achievements in reports.

Minimum Qualification Requirements At least a graduate degree in education or related fields with seven (7) years solid experience in the
education sector; evidence of leadership and collaborative skills; ability to communicate well (active
listening, in meetings and workshops, thorough report writing, etc.; strong English language (spoken and
written) and computer literacy skills; as change agents, ensure knowledge and skill sets are transferred
to MoEYS and other colleagues; ability to relocate, if necessary, and commit to considerable in-country
travel (possibly 3 weeks per month); secondary teaching and/or school administration experience;
computer literate.

The five RSIA positions are being advertised simultaneously. You should apply for the position in the
location that you prefer but, if you are not selected for that location, you may be considered for one
of the other four locations. Please indicate in your EOI whether you are willing to accept one of the
other four locations if offered to you.
