DESCRIPTION OF REQUIREMENTS
1. The United Nations Organization Mission in the Democratic Republic of the Congo (MONUSCO) hereby
sollicit Expression of Interest (EOI) from qualified companies for the Provision of Construction Materials to
MONUSCO in Beni, DR Congo that includes but not limited to the following items:
- Stones
- Gravels
- Sand
- Timbers
Interested companies are invited to submit their EOI by courier, hand delivery or e-mail as indicated below.
IMPORTANT NOTICE:
2. This request for EOI does not constitute a solicitation. MONUSCO reserves the right to reject EOIs
received after the submission deadline; change or cancel the requirement at any time during the EOI and/or
solicitation process, or select invitees for the competitive bidding based on substantial and proven records
of capability in delivering similar products. Thus, submitting a response to this EOI does not automatically
guarantee that your company will be considered for receipt of the solicitation when issued.
3. The EOI, clearly marked " Provision of Construction Materials to MONUSCO in Beni , DRC", must be
received by MONUSCO no later than Tuesday, 02 June 2019, via email to monusco-procurement@un.org;

4. Companies/Consultants interested in being considered for shortlisting for receipt of the MONUSCO
solicitation document are requested to submit a written Expression of Interest, specifying the company's
profile, as per Vendor Response Form attached providing:
(a) address, contact person, active telephone/fax numbers as well as e-mail contacts;
(b) Company¡¦s registration ID number (if already registered with UN) and UNGM registration number
(www.ungm.org).
c) Company must be registered in UNGM at least at Level 1 in order to be considered to participate in this
UN solicitation.
5. Note that companies that have previously submitted EOIs for similar services with the UN must re-submit
full documentation as detailed above.
6. Please note, this is NOT an invitation for submission of bids. Its purpose is to identify companies that
would be interested to participate in the solicitation when issued.
7. A detailed Statement of Requirement (SOR) will be provided in the future to companies shortlisted for
receipt of official MONUSCO solicitation.
8. The MONUSCO will examine the outcome of this request for EOI and will consider those companies that
have expressed their interest providing the required information as to their ability to fulfill MONUSCO¡¦s
requirement.
9. The MONUSCO reserves the right to change or cancel the requirements at any time during the EOI
and/or solicitation process. Thus, submitting a reply to this EOI does not automatically guarantee that your
firm will be considered for receipt of the solicitation when issued. The tender and any subsequent
commitment to contract will be issued in accordance with UN rules and regulations.
La Mission de l'Organisation des Nations Unies en Republique democratique du Congo (MONUSCO)
sollicite par la presente une manifestation d'interet aupres d'entreprises qualifiees pour la fourniture de
materiaux de construction a la MONUSCO a Beni, RD Congo, qui comprend notamment les elements
suivants :
- Pierres
- Graviers
- Sable
- Bois
Les entreprises interessees sont invitees a faire parvenir leur manifestation d'interet par e-mail, par remise
en mains propres ou par courriel, comme indique ci-dessous.
AVIS IMPORTANT :
2. La presente demande d'appel a manifestation d'interet ne constitue pas une sollicitation. La MONUSCO
se reserve le droit de rejeter les manifestations d'interet recues apres la date limite de soumission ; de
modifier ou d'annuler le besoin en tout temps au cours du processus de manifestation d'interet ou d'appel
d'offres, ou de selectionner les personnes invitees a soumissionner en fonction de leur capacite
substantielle et eprouvee de livrer des produits semblables. Par consequent, la soumission d'une reponse
a la presente EOI ne garantit pas automatiquement que votre entreprise sera prise en consideration pour la
reception de la demande de soumissions lorsqu'elle sera emise.

4. Les entreprises/consultants interesses a etre preselectionnes pour la reception du document d'appel
d'offres de la MONUSCO sont pries de soumettre une declaration d'interet ecrite, precisant le profil de
l'entreprise, conformement au formulaire de reponse du fournisseur joint en annexe :
a) l'adresse, la personne a contacter, les numeros de telephone et de telecopieur actifs ainsi que les
contacts par courrier electronique ;
b) Le numero d'immatriculation de la societe (s'il est deja enregistre aupres de l'ONU) et le numero
d'immatriculation de l'UNGM (www.ungm.org).
c) La societe doit etre enregistree a l'UNGM au moins au niveau 1 afin d'etre consideree comme participant
a cette sollicitation de l'ONU.
5. Veuillez noter que les entreprises qui ont deja soumis des manifestations d'interet pour des services
similaires aupres de l'ONU doivent soumettre a nouveau une documentation complete comme indique cidessus.
6. Veuillez noter qu'il ne s'agit PAS d'un appel d'offres. Son but est d'identifier les entreprises qui seraient
interessees a participer a l'appel d'offres lorsqu'il sera lance.
7. Un enonce des besoins detaille sera fourni a l'avenir aux entreprises preselectionnees pour la reception
de l'appel d'offres officiel de la MONUSCO.
8. La MONUSCO examinera le resultat de cette demande d'appel a candidature et tiendra compte des
entreprises qui ont manifeste leur interet en fournissant les renseignements requis quant a leur capacite de
satisfaire aux exigences de la MONUSCO.
9. La MONUSCO se reserve le droit de modifier ou d'annuler les exigences en tout temps au cours du
processus de EOI ou de sollicitation. Par consequent, la soumission d'une reponse a la presente EOI ne
garantit pas automatiquement que votre entreprise sera prise en consideration pour la reception de la
demande de soumissions lorsqu'elle sera emise. L'appel d'offres et tout engagement contractuel
subsequent seront emis conformement aux regles et reglements de l'ONU.

EOI INSTRUCTIONS
1) Registering as a Vendor with the United Nations
Vendors interested in fulfilling the requirement described above must be registered at the UN Global
Marketplace (www.ungm.org) with the UN Secretariat in order to be eligible to participate in any solicitation.
Information on the registration process can be found at https://www.un.org/Depts/ptd/vendors.
Prerequisites for Eligibility
In order to be eligible for UN registration, you must declare that:
A. Your company (as well as any parent, subsidiary or affiliate companies) is not listed in, or associated with a
company or individual listed in:
I. the Compendium of United Nations Security Council Sanctions Lists
(https://www.un.org/sc/suborg/en/sanctions/un-sc-consolidated-list), or
II. the IIC Oil for Food List website or, if listed on either, this has been disclosed to the United Nations
Procurement Division in writing.
B. Your company (as well as any parent, subsidiary or affiliate companies) is not currently removed or
suspended by the United Nations or any other UN organisation (including the World Bank);
C. Your company (as well as any parent, subsidiary of affiliate companies) is not under formal investigation, nor
have been sanctioned within the preceding three (3) years, by any national authority of a United Nations
Member State for engaging or having engaged in proscribed practices, including but not limited to:
corruption, fraud, coercion, collusion, obstruction, or any other unethical practice;
D. Your company has not declared bankruptcy, are not involved in bankruptcy or receivership proceedings, and
there is no judgment or pending legal action against your company that could impair your company's
operations in the foreseeable future;
E. Your company does not employ, or anticipate employing, any person(s) who is, or has been a UN staff
member within the last year, if said UN staff member has or had prior professional dealings with the Vendor
in his/her capacity as UN staff member within the last three years of service with the UN (in accordance with
UN post-employment restrictions published in ST/SGB/2006/15.
F. Your company undertakes not to engage in proscribed practices (including but not limited to: corruption,
fraud, coercion, collusion, obstruction, or any other unethical practice), with the UN or any other party, and to
conduct business in a manner that averts any financial, operational, reputational or other undue risk to the UN.
For Registered Vendors: Vendors already registered at the UN Global Marketplace with the UN Secretariat
must ensure that the information and documentation (e.g. financial statements, address, contact name, etc.)
provided in connection with their registration are up to date in UNGM. Please verify and ensure that your
company is registered under its full legal name.
For Vendors Interested in Registration: Vendors not yet registered should apply for registration on the
United Nations Global Marketplace (http://www.ungm.org); information on the registration process can be
found at https://www.un.org/Depts/ptd/vendors. Vendors must complete the registration process prior to the
closing date of the REOI. Vendors who have not completed the UNGM registration process with the UN
Secretariat before the closing date of the REOI are not considered eligible to participate in solicitations of the
UN Secretariat. We strongly recommend all companies to register at least at Level 1 under the UN Secretariat
prior to participating in any solicitations.
IMPORTANT NOTICE: Any false, incomplete or defective vendor registration may result in the rejection
of the application or cancellation of an already existing registration.
2) EOI Process
Vendors interested in participating in the planned solicitation process should forward their expression of interest
(EOI) to Unated Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO)
by the closing date set forth in this EOI. Due to the high volume of communications MONUSCO is not in a
position to issue confirmation of receipt of EOIs.
Please note that no further details of the planned solicitation can be made available to the vendors prior to
issuance of the solicitation documents.
