Objective and Purpose of the Assignment The Vanuatu Inter-island Shipping Support Project (the project) is designed to help the country upgrade
its port facilities and expand shipping services to remote islands. The port upgrading component
involves construction and repair of wharves in the national capital of Port Vila (South Paray),
Luganville (Simonsen), and five outer islands. Project implementation is delayed due to faulty
engineering design carried out under the project. As a result, the ongoing works at South Paray wharf
were suspended in November 2017 and the contractor was demobilized. Subsequently, an independent design
review has confirmed inadequate design of the South Paray wharf and five other wharves where
construction work has not started.

The main objective is to assess the viability of rectifying and completing the partially built structure
of the South Paray wharf in accordance with the intended functional requirements. The completion of the
South Paray wharf in the national capital of Port Vila is considered as the most urgent priority by the
Government of Vanuatu.

Scope of Work The consultant will perform the specific tasks under Detailed Tasks and/or Expected Output.

Detailed Tasks and/or Expected Output The consultant will perform following specific tasks;
a) Assess the current site conditions including the partially built South Paray wharf (the structure)
and review existing technical studies, and site investigation data and previous surveys;
b) Develop and recommend viable technical options to complete the structure in accordance with the
intended functional requirements, including specific remedial measures, construction methods;
c) Determine a most suitable delivery methods such as design-bid-build or design-build based on analysis
of cost performance, schedule control, quality, and degree of comfort with bearing project risks;
d) Provide technical inputs and advice as necessary for the preparation of draft bidding document; and
e) Prepare an assessment report and present options and recommendation to the officials of the
Government of Vanuatu.

Minimum Qualification Requirements The expert shall possess a degree in civil engineering or other technical disciplinaries related to port
design and engineering, and at least 15 years of experience in design, project management, and
implementation of similar projects. Experience in developing countries and working with ADB and World
Bank is preferred but not required. The assignment location is Vanuatu, Port Villa. This is an initial
assignment which may lead to follow on assignments and extensions as mutually agreeable, and subject to
satisfactory performance.
