Description

BACKGROUND

On July 2018, the Tobacco-Free Initiative (TFI) Unit launched a campaign on smoke-free workplaces, entitled "Revolution Smoke-Free," following a teaser released on World No Tobacco Day, 31 May 2018. In this campaign, employers—including those operating in public places, such as restaurants, hotels and public transport—in countries across the Region are invited to pledge their support and to share their experiences in implementing smoke-free workplace policies.

Since the launch, the campaign has engaged businesses, the media and the general public across the Region through various communication and public relations channels, such as press releases and media interviews, active presence in WPRO’s social media channels, country launch events in Viet Nam (May), China (July), Cambodia (September), Mongolia (October) and the Philippines (November), and a dedicated campaign website, among others.

Six months into the implementation of the campaign, TFI is moving into another year of Revolution Smoke-Free, with the objective of increasing the level of awareness, interest and commitment from target audiences, specifically CEOs and decision-makers in companies such as human resources and corporate social responsibility executives, chambers of commerce and other business networks across the Region.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

The Tobacco-Free Initiative (TFI) Unit of the World Health Organization Regional Office for the Western Pacific (WHO/WPRO) is looking for a business liaison expert for the Revolution Smoke-Free campaign.

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

Output 1: Develop a network of prominent CEOs and key opinion leaders (KOL) in business who share the vision of smoke-free workplaces

Output 2: Support the organization of a launch event with CEOs and the WPRO Regional Director

Output 3: Post-launch PR support for Revolution Smoke-Free

Output 4: Outreach and recruitment efforts for Revolution Smoke-Free

Output 5: Online survey for HR managers, CEOs, business owners

Output 6: Year-end final report for the Revolution Smoke-Free campaign

METHODS TO CARRY OUT THE ACTIVITY

Output 1: Develop a network of prominent CEOs and key opinion leaders (KOL) in business who share the vision of smoke-free workplaces


Deliverable 1.1: Identify, propose and create a database of prominent CEOs and KOLs who can engage with the Revolution Smoke-Free campaign and serve a public champion of smoke-free workplaces.
- Strategically identify, propose and create a database of influential CEOs and KOLs in selected countries of the Western Pacific Region who can be tapped to support and promote the Revolution Smoke-Free campaign both in their social media and professional networks

Deliverable 1.2: Engage key CEOs and KOLs that can support the Revolution Smoke-Free campaign
Develop a proposal with details on how they can support Revolution Smoke-Free.

Draft and finalize the necessary engagement materials and other related documents to propose the collaboration.
Engage the CEOs and KOLs under the guidance of the Tobacco-Free Initiative Unit.

Output 2: Support the organization of a launch event with CEOs and the WPRO Regional Director

Deliverable 2.1: Work with the Tobacco-Free Initiative Unit and communications team to develop an event plan and conduct preparatory meetings.

Deliverable 2.2: Work with the Tobacco-Free Initiative Unit and communications team to manage logistical preparations for the event

Deliverable 2.3: Work with WHO communications specialists to support the preparation of a press release, press kit and social media package.

Deliverable 2.4: Prepare a post-event report.

Output 3: Post-launch PR support for Revolution Smoke-Free

Deliverable 3.1: Work with the Tobacco-Free Initiative Unit and communications team to prepare a package of communication products (both new and existing) to provide to the companies already engaged in the campaign for their own use in their social media channel and other forms of publicity

Deliverable 3.2: Ensure that CEOs and KOLs remain engaged and actively promote the campaign

Output 4: Outreach and recruitment efforts for Revolution Smoke-Free

Deliverable 4.1: Campaign promotion/integration and recruitment in regional event
Identify CSR-themed events in the Region for potential outreach.
Identify regional business summits, meetings and conferences in the Region for potential outreach
Identify regional job and industry expos and fairs in the Region for potential outreach.
Coordinate with event organizers to explore partnership and recruitment opportunities for Revolution Smoke-Free.
Plan and arrange WPRO TFI’s participation in identified events.
Follow-up with those who signed up to support and encourage them to do the Revolution Smoke-Free pledge

Deliverable 4.2: Campaign promotion and recruitment with HR associations
Identify HR associations in priority countries for potential engagement for the campaign.
Coordinate with HR associations to explore partnership and recruitment opportunities for Revolution Smoke-Free.
Plan and arrange WPRO TFI’s collaboration with identified associations
Follow-up with those who signed up to support and encourage them to do the Revolution Smoke-Free pledge.

Output 5: Online survey for HR managers, CEOs, business owners

Deliverable 5.1: In coordination with the Tobacco-Free Initiative Unit, develop and administer an online survey to gain audience insight from HR managers, CEOs and business owners in the Region regarding Revolution Smoke-Free.
Deliverable 5.2: Identify HR managers, CEOs and business owners that can be engaged for the online survey over email. Existing list from the TFI Unit can also be engaged

Deliverable 5.3: Develop the email’s content, subject line and overall strategy for effective outreach.
Deliverable 5.4: Consolidate responses for the survey for evaluation.
Deliverable 5.5: Consolidate all successful pledges directly from the email outreach.

Output 6: Year-end final report for the Revolution Smoke-Free campaign

Deliverable 6.1: Develop a year-end final report that details the results and status of the campaign, partnerships built, successful pledges and recommended way forward

Deliverable 6.2: Develop a full contact list of companies contacted with notes listing level of interest and any concerns.

5.QUALIFICATIONS & EXPERIENCE
The contractual partner must fulfil the following qualifications:

EDUCATION

Essential:

The contractual partner to have a university degree in business, social sciences, communications, law or any related fields.

Desirable

An advanced degree in business, corporate social responsibility, human resources, communications or a related field would be an advantage

EXPERIENCE

Essential:

The contractual partner to have least 8 years of demonstrable experience in planning, developing and executing advocacy campaigns, external relations, and development or engagement of high-level business networks.

Extensive network and established relationships with chambers of commerce and other such industry/business associations.

The contractual partner must have extensive experience in external partnerships and strategic campaign implementation.

A portfolio of previous advocacy and campaign management experience similar to this TOR must be submitted (uploaded on file sharing services such as Dropbox or Google Drive).

Desirable:

Regional (Asia-Pacific) industry/business and key opinion leaders (KOL) contacts. Experience with/and knowledge of international business organizations, preferably in the Asia-Pacific.

Previous experience in working with the World Health Organization, other United Nations agencies, and other non-profit organizations.

TECHNICAL SKILLS & KNOWLEDGE

Strong background and proven track record in campaign management and implementation, high-level advocacy, business/industry network engagement or development, external relations.

Proficiency in writing proposals, reports and similar documents.

Excellent interpersonal skills.

Familiarity with tobacco control/smoke-free, health promotion and similar advocacy campaigns is desirable.

LANGUAGES

Expert fluency in English
