Objective and Purpose of the Assignment

Background. The Philippine Government continues to ramp up its infrastructure program. A key financing

and implementation delivery mechanism for this infrastructure agenda is public-private partnership

(PPP). The PPP Center of the Philippines, as the main driver of the implementation of the country's PPP

program and projects, is managing and facilitating an increasing number of PPP projects (175 awarded PPP

projects and 53 PPP projects in the pipeline as of 30 June 2020).


Executive Order No. 8, series of 2010, mandates the PPP Center to 'recommend plans, policies, and

implementation guidelines related to PPP in consultation with appropriate oversight committees,

implementing agencies, LGUs, and the private sectors.' Consistent with this mandate, the PPP Center has

continuously sought the passage of the PPP Act to update Republic Act (RA) No. 6957, as amended by RA

No. 7718, or the Amended Build-Operate-Transfer Law. A crucial part of the passage of the PPP Act is

building public awareness and support through social media, monitoring the political movements within

the legislature, and traditional lobbying practices. In this regard, a Public Infrastructure and PPP

Policy Development Specialist, a social media and political expert with experience in the passage of

complex bills into legislation, shall be hired by the PPP Center to build awareness of the PPP Act and

help move it through the legislative process.


Scope of Work

Scope of Work. The consultant shall assist the PPP Center in pushing for the passage of the PPP Act in

both Houses of Congress through advocacy efforts with different stakeholders in the public and private

sectors. This shall include the conduct of consultations, meetings with relevant stakeholders, and other

necessary activities. In addition, the consultant shall also develop a communications strategy to boost

support for the PPP Act. Finally, the consultant shall also assist and capacitate the PPP Center in

techniques and strategies in managing stakeholders and effective communications with the public.



Detailed Tasks and/or Expected Output

Detailed Tasks. The consultant will perform the following tasks:


1. Develop a persuasive advocacy strategy for the legislation of the PPP Act in both the House of

Representatives and the Senate that takes into consideration social media advocacy, alongside

traditional legislative promotion efforts;


2. Organize focus group discussions to come up with key messages, which will be used for promoting the

PPP Act to specific targeted audiences identified in the advocacy strategy whose support is crucial for

the success of the PPP Act;


3. Craft the proposed key messages that are targeted towards the audiences identified in the advocacy

strategy and provide assistance in broadcasting these key messages through the appropriate channels;


4. Measure the impact of the key messages to the targeted audiences through analytical tools, including

social media data analytics, and provide recommendations to enhance the impact of the key messages to

targeted audiences;


5. Monitor political movements within the legislature that have a material impact, whether positive or

negative, on the progress of the PPP Act and recommend actions that the PPP Center may undertake to

address issues/concerns that may arise;


6. Assist the PPP Center in its efforts to lobby for the passage of the PPP Act in both Houses of

Congress and recommend actions that the PPP Center may undertake to hasten the movement of the PPP Act

through the legislative process;


7. Provide capacity building to the PPP Center in the development of advocacy programs and effective

public communications; and


8. Carry out other assignments that the PPP Center will assign from time to time.




Reporting and Administrative Requirements. The consultant will be located at the PPP Center's office.

The consultant is expected to have his/her own laptop, including the necessary computer hardware and

software, to perform the tasks assigned by the PPP Center. The consultant will report to the Executive

Director and/or Deputy Executive Director/s of the PPP Center (or another person specifically designated

by the same) and ADB's Project Officer. The consultant will also submit a monthly report of his/her

activities to the PPP Center to be attached to his/her timesheet. The number of person-months of the

consultant may be extended or reduced from time to time based on satisfactory performance and/or other

factors as determined by the PPP Center. There will be a probation period of the first 2 months of the

consultant's contract. At the completion of the probation period, the consultant's performance will be

assessed by the PPP Center. Should the consultant's performance be found less than satisfactory as a

result of this assessment, the contract will be terminated upon recommendation of the PPP Center to ADB

at no cost or liability to ADB. The consultant shall execute a non-disclosure agreement with the PPP

Center on all materials/information discussed/obtained during the course of the engagement and shall

adhere to the Data Privacy Act and the PPP Center's Data Privacy Policy.


Minimum Qualification Requirements

Qualifications. The consultant must have a university degree in political science, public

administration, communication, or related fields, preferably at a post-graduate level. He/she must have

at least 10 years of demonstrated experience in public policy and communication. He/she must be familiar

with the techniques and strategies in policy development and public communication. The consultant must

have a good command of written and oral English and the ability to use MS Office and other internet-

based software.
