Objective and Purpose of the Assignment The Senior Air Quality Specialist will (i) support the ADB TA project officer with overall TA management
with assistance of the TA Coordinator; (ii) support the ADB TA project officer to manage relationships
(coordination and collaboration) with the various TA stakeholders within and outside of ADB; and (iii)
supervise and monitor the international consulting firm’s progress with the assistance of the TA
Coordinator to ensure the TA-related activities are delivered on schedule, to the required standard, in
accordance with the TA’s Design and Monitoring Framework, their ToR, the agreed inception report, and
the requirements of ADB, UCCTRF and PRCF.


Scope of Work The Senior Air Quality Specialist will also provide technical support, acting as technical advisor to
ensure international best practice and the latest technologies for air quality management are reflected
in the TA, and serving as a technical peer reviewer for the outputs of the international consulting
firm. During the later stages of the TA they will also work with ADB Operations Departments providing
technical advice on developing an investment project/component on air quality management.

The Senior Air Quality Specialist will render 6 person-months of intermittent inputs and is expected to
start in early April 2019 once the preferred international consulting firm has been shortlisted.


Detailed Tasks and/or Expected Output • Develop initial planning and coordination arrangements for the TA to be set out in a detailed TA
management (implementation/work) plan including (i) an implementation schedule that reflects the timing
of interactions between ADB and the international consulting firm activities, and the requirements of
ADB, UCCTRF and PRCF funds, and (ii) internal and external TA-level communication plans.
• Establish with the assistance of the TA Coordinator a TA-level document management system,
correspondence management system, internal and external stakeholder databases at TA-level, country and
city-level, and a progress tracking and monitoring system, these systems and their management are to be
summarized in the TA management plan.
• Review and comment on the draft and final draft of the inception report of the international
consulting firm including the overall implementation plan and detailed implementation plans for each of
the seven cities ensuring they reflect the TA’s Design and Monitoring Framework and their ToR.
• Review and comment on the international consulting firms quarterly progress reports, activity
proposals/study methodologies, knowledge products, and other outputs with a view to ensuring the TA-
related activities are delivered on schedule, to the required standard, and in accordance with the TA’s
Design and Monitoring Framework, their ToR and the agreed inception report.
• In supervising and monitoring the international consulting firm’s progress organize and lead regular
meetings with them to discuss progress on TA-activities; and work with them to trouble shoot any issues
encountered and define corrective action to bring the TA back on track if needed.
• Support the TA project officer in undertaking project implementation reviews and/or monitoring visits
to ensure the TA-related activities are delivered on schedule, to the required standard, and in
accordance with the TA’s Design and Monitoring Framework, their ToR and the agreed inception report.
• Manage the relationship with the five countries’ focal ministries and seven city-level governments
including ensuring no objection letters are obtained; clear communication systems are in place between
government, ADB, and the international consulting firm; they are engaged with and kept informed in a
timely and responsive manner of their country and/or city-level activities, overall TA progress, and
regional events; and that their inputs/requirements are considered in TA implementation.
• Manage the relationship with the UCCTRF and PRCF fund managers, including preparing the biannual fund
implementation progress reports with assistance of the TA Coordinator, per the fund requirements;
sharing documentation for review and comment in a timely and responsive manner; and ensuring that their
inputs/requirements are reflected in TA implementation.
• Manage the relationship with the wider ADB TA team and other key external regional or country level
air quality management partners/stakeholders including business, civil society and academe, to ensure
they are engaged with and kept informed in a timely and responsive manner of country and/or city-level
activities in their region, overall TA progress and regional events; and that their inputs/requirements
are considered in TA implementation.
• Provide technical advice on TA implementation, particularly in respect of ensuring study methodologies
and capacity building activities reflect international best practice and the latest technologies
available.
• Technically peer review all draft and final draft outputs of the international consulting firm to
ensure the required high quality of deliverables and that they reflect international best practice for
air quality management.
• Provide technical support to the organization and delivery of TA-level and regional events (including
meetings, seminars, workshops, and trainings) acting as facilitator, presenter, and documenter as is
needed.
• Provide technical support to knowledge management, communication and awareness raising activities
undertaken by ADB, UCCTRF, and PRCF such as preparation of briefing notes, case studies, or blogs that
will showcase achievements made during the implementation of the TA project.
• Provide technical advice to ADB Operations Department on developing an investment project/component on
air quality management per the outcome of the TA Design and Monitoring Framework.


Minimum Qualification Requirements * The Senior Air Quality Specialist should have at least a PhD or Master degree in Environmental or
Physical Science or an equivalent relevant discipline to air quality management, and 15 years of
international knowledge and experience including (1) program or project management, (2) developing and
implementing air quality management policy and planning interventions at a city-level, including liaison
with city-level government, business, civil society, and academe, (3) planning and undertaking air
quality inventories, modeling and monitoring activities at city-level, and (4) developing and delivering
air quality-related capacity building activities at city level.

* The consultant should be able to demonstrate they have successfully worked as project manager or team
leader, including on at least three city-level clean air action plans or similar air quality management
project. Through other project examples the consultant should demonstrate their expertise in policy and
planning intervention, modeling and monitoring, and capacity building.

* Excellent interpersonal skills, written, oral communication, presentation and training skills in
English are required, as is an ability to establish and maintain excellent work relations in a
multidisciplinary team environment. Experience in the Asia and Pacific region is desirable. Knowledge of
ADB and its business processes and experience of ADB technical assistance will be an advantage.

* In their expression of interest, the consultant will need to demonstrate their suitability to deliver
the objectives and purpose of the consultancy assignment, and to undertake the scope of works mentioned
above to a high standard.
