Objective and Purpose of the Assignment The Asian Development Bank (ADB) is providing technical assistance to the Government of Timor Leste to
support the strengthening of systems for Public Investment Management (PIM). Many of the key
institutions and systems for public investment management (PIM) systems were established in 2011. There
has been good progress in developing these systems, but further work is needed to ensure efficient
project preparation and implementation. Project evaluation and selection specific to public building
investment is one of the identified key priority areas that needs further strengthening.

Currently the total public building project proposal budget cost submitted to Major Project Secretariat
(MPS) is in the order of USD 470 million.). The range of individual budget proposals vary from USD
400,000.00 for Firefighting department building) to around USD 50 million, for UNTL Project
infrastructure). The mean average cost of 43 public building project proposals submitted is just under
USD 11 million.

ADB’s technical assistance will provide assistance to evaluate all the above- mentioned public building
project proposals submitted by the relevant Line Ministries and or public agencies.

The evaluation of the public building investment schedule will include:
a. Evaluation of all the submitted Public Building project proposals by taking into consideration if its
design concept is fit for the purpose, value for money, , oriented around the institution nature of the
service and its economic contribution to the national Development; and
b. Based on the above project evaluation outcome, provide a minimum standard of Public Building planning
and design recommendation which is best suited for Timor Leste social economic conditions and having
regard to overall government available financial funding capacity
The Technical assistance work schedule will also include provision of general briefing on the submitted
public building evaluation report findings to the designated Line Ministries officials (both
implementing and executing agencies).

Scope of Work The specialist will support Major Project Secretariat in
• the evaluation process and recommend necessary updates to practice and procedure for the designing of
the public building to ensure that they are fit for the purpose and value for money; and
• discuss the recommended updates and procedures with the Line Ministries and or public agencies for
consideration and inclusion in their future public building project proposals.
The specialist also will work with the Major Project Secretariat to prepare the recommended minimum
standard material and conduct general briefings for the line ministries and public agencies.
Based in Dili, the specialist will work mainly with Major Project Secretariat and other relevant key

Detailed Tasks and/or Expected Output Under the supervision of Major Project Secretariat management directorate, and designated ADB officials,
the specialist will undertake the following specified tasks:
1. With the assistance of the Major Project Secretariat designated project focal point, coordinate and
discuss issues and concerns related toidentified current public building project proposals with all the
key relevant stakeholders and the Major Project Secretariat
2. Evaluate the Public Building project proposals submitted by the relevant Line Ministries and or
relevant Public Agencies by taking into consideration building spaces that will accommodate the
institution future service expansion growth that will justify the scale of the proposed Public Building
project and the overall government available financial funding capacity.

3. Evaluate as in general the submitted Public Building project design, construction cost and the public
building operation & maintenance cost.
4. Provide public building minimum standard planning and design recommendation to Major project
Secretariat and Line Ministry

Minimum Qualification Requirements Specialist for public buildings evaluation or Public Realty Specialist or other related area. A minimum
10 years’ experience in a relevant discipline. Strong practical knowledge and experience in design and
evaluation of public buildings in terms of investment, economic and financial impact. A post graduate
degree in the above-mentioned discipline will be an advantage.
Regional/country experience or experience in developing countries is required.
